The Election Commission’s model code of conduct has not only brought the entire government machinery to a halt but has also ended up depriving outgoing MPs of one of their last privileges.
The Kendriya Vidyalaya Sangathan (KVS) that runs a network of over 1,000 central schools across the country has refused to entertain admission requests from MPs citing the Election Commission’s rulebook even though the 2014-15 academic session is already underway.
Responding to all admission requests made under the MPs quota scheme, KVS has reminded them that recommending admissions for the 2014-15 academic session is now the preserve only of MPs who will be elected to the new Lok Sabha.
More than 60 MPs had written to the KVS this year for admissions under the quota, it is learnt.
Bringing MP quota admissions to a complete freeze due to the marathon nine-phase elections, the KV headquarters in New Delhi has even refused to entertain requests from Rajya Sabha MPs until the elections are over, citing requirement.
“The whole admission through MP quota scheme process will now only open after the elections. KVS has categorically told all MPs from Lok Sabha and Rajya Sabha that we will not entertain any admission requests during the elections. While in the case of Lok Sabha, the current MPs have already exercised their quota five times as is the norm, requests from Rajya Sabha MPs have been put on hold due to the code of conduct,” KVS commissioner Avinash Dikshit told The Indian Express.
Each MP is permitted to recommend up to six admission requests every academic session, a privilege valued considerably by parliamentarians for the goodwill it earns them.
As HRD minister, Kapil Sibal had tried to scrap the quota in 2009-10 but faced strong resistance from MPs across party lines. He gave in and restored the quota.
