Law enforcement in social media,getting the police to be more sensitive in dealing with minorities and security of VIPs in an election year are the three key areas of focus at this years conference of police chiefs in Delhi starting Thursday.
Each of these themes has a strong political underpinning,especially in reaching out to the minorities. While the session on the internet is about vulnerabilities in the cyber space,the details reveal a specific focus on how to deal with provocative images and messages on the web. It may be noted that such images and messages were seen as key provocation behind the spread of Muzaffarnagar communal clashes.
Having dealt with a similar problem which led to the flight of North-East students from Bangalore,the Karnataka Director General of Police is slated to give a detailed presentation on the issue. CBI Director Ranjit Sinha is slated to speak on how to enforce the law in social media. Such is the importance being given to this subject that the first half of the opening session is dedicated just to this.
The second key area is police behaviour in riot situations. A working group led by the Home Secretary will present a report suggesting ways by which the police can be more sensitive towards the minorities,especially in their behaviour. This group was constituted at the behest of Prime Minister Manmohan Singh and will form the basis of a detailed discussion on this subject.
The DGP of Andhra Pradesh is also slated to give a detailed presentation on using non-lethal weapons for riot control in a bid to ensure minimal casualties,another issue of concern to the UPA government.
The third area,which seems to have received prominence after the Patna terror attack,is going to be VIP security. In fact,Asif Ibrahim,the Director of Intelligence Bureau,who is also the head of police for the country,will himself handle this session.
Here,the specific discussion will be security of VIPs in the election year,especially given the threat on both Narendra Modi and Rahul Gandhi.
Besides this,a session is devoted on establishing an anti-Naxal grid and how to ensure the centrality of the police thana in operations,an issue that came to fore in the Darbha attack where Naxals struck in a patch which fell in gray zone between two thanas creating a jurisdictional issue for providing police escorts to the Congress entourage.
While NCTC is out of the agenda,a session on the Multi-Agency Centre and the Crime and Criminal Tracking Network and Systems has been planned.
