In a unique case of administrative impropriety,a senior judge in Punjab is in trouble for keeping signed blank papers in her court room to be filled in as leave application by her staff to justify her absence from duty.
Her staff would type out a leave application on the blank document in case of a query from a lawyer or a superior judge regarding her absence.
Paramjit Kaur,Chief Judicial Magistrate (CJM) Sangrur,has been placed under suspension. A regular probe has been ordered by the Punjab and Haryana High Court after a preliminary enquiry by the vigilance judge of the high court found her prima facie responsible for such impropriety.
The matter came to light when a Punjab and Haryana High Court judge paid a surprise visit to the Sangrur district court in April. The judge had received complaint against Kaur for frequent absences. The surprise visit led to the recovery of over a dozen blank documents. Interestingly,Kaur was on an official leave the day the high court judge visited Sangrur court.
