Inmate files case against Tihar,jail officials lodge one against him

A Tihar inmate lodged an FIR with the Hari Nagar police station on Thursday,alleging that he was threatened and assaulted by jail officials after he filed RTIs and complaints against them.

A Tihar inmate lodged an FIR with the Hari Nagar police station on Thursday,alleging that he was threatened and assaulted by jail officials after he filed RTIs and complaints against them.

The 36-year-old,Kishan Solanki alias Billu Pehelwan has been filing RTIs through an NGO for two years now,claiming that drugs and tobacco were being supplied inside prison and government ration was being sold to inmates for Rs 30 per packet.

Incidentally,a day before Solanki’s case was registered,the Tihar authorities filed a case against him,stating that he attacked fellow inmates while being taken to the dispensary for a check-up.

On March 2,Solanki,a resident of Sagarpur,was taken to Deen Dayal Upadhyay Hospital (DDU) where he was treated for grievous injuries which he attributed to an assault by jail authorities.

On the basis of the hospital’s observation,a case under IPC Sections relating to grievous hurt and causing hurt by dangerous weapons or means was registered at the Hari Nagar police station.

In his complaint to police,Solanki said,“Before coming to Jail No. 8,I was lodged in Jail No. 5 and have come across instances of ration meant for prisoners,like vegetables and masalas being sold at Rs 30 per packet to prisoners and charas and tobacco being sold openly.”

Solanki has named jail officials,alleging that they were supplying mobile phones. He has also alleged that on February 25,he heard other inmates planning his murder over phone.

On March 2,Solanki stated in his complaint that his cell gate was opened around 7 pm. He said the jail staff told him to stop filing RTIs and lodging complaints. “When I refused,they turned the CCTV camera the other way and beat me up with baseball bats and iron rods. Later,they placed me in cold water for about 15-20 minutes as a punishment.”

Solanki claimed that he was placed on a stretcher for two hours before being taken to DDU Hospital for treatment. A daily diary entry was made and he was taken back to jail.

“Thereafter I was shifted to Jail No. 11 and despite being badly injured,I wasn’t administered any first aid,” Solanki alleged.

A day before his FIR was registered,Tihar authorities filed a complaint claiming that Solanki abused jail staff and attacked fellow inmates. They said they had to use “minimum force” to control him. Cases were registered against him.

When his comments were sought,Tihar Jail PRO Sunil Gupta rejected Solanki’s allegations about the jail and its staff. “Solanki is a notorious criminal and has been punished several times for his misconduct inside prison. The matter is subjudice. These allegations are incorrect.”
