In an encouragement for Special Economic Zone (SEZ),the Haryana government on Thursday assured that it will help SEZ developers if they wanted to complete their originally envisaged projects.
The SEZ scheme had failed in Haryana after farmers refused to sell land and it was difficult for promoters to buy land at exorbitant rates.
Chief Minister Bhupinder Singh Hooda headed the cabinet meeting that on Thursday approved the recommendations of a committee led by the chief secretary to consider and suggest alternative use of land blocked under notified SEZs and revision of the town and country planning departments policy regarding grant of licenses to industrial colonies.
However,the government also said that it will provide an alternate land use plan for such SEZs,where promoters were reluctant to implement the originally envisaged projects. Hence,in case of SEZs notified with land measuring 50 acres and above and situated in non-residential land use zones,these may be given the option to apply for an industrial colony license or a cyber city or technology city. The department will grant licenses for development of industrial colonies,cyber and technology cities in these cases by one-time relaxation of the designated land use zone conditions. However,in case of SEZs located within residential land use zones,the department may consider grant of licenses for the conforming land use as per their existing policy with relaxations. SEZ promoters,who opt to avail the alternate dispensation and apply for grant of license for an IT,cyber park or an industry colony will have to first get their SEZ de-notified.
The developers will have to complete infrastructure facilities and allot at least 1/3rd of the plotted area in respect of the industrial land use before they are given permission to occupy facilities under residential or commercial uses. To be eligible for grant of license for an IT,cyber park or industrial colony,it should have its access from a 24 m wide road.
A great deal of enthusiasm was observed for development of SEZs in Haryana after the Centre notified the SEZ Act-2005. Over 100 expressions of interest had been received for establishment of SEZs,of which,the Union Ministry of Commerce had accorded in-principle approvals for 46 proposals. Finally,37 SEZs were formally notified. While four SEZ projects have been established,the work is under progress in two more.
