The Punjab and Haryana High Court on Thursday issued notices to the CBI,Punjab DGP and Ferozepur DIG Paramraj Singh Umranangal in regard to a petition filed by one Dalbir Kaur,who had demanded a independent probe into her husbands alleged death in a fake encounter.
Dalbir Kaur,widow of Sukhpal Singh,has alleged that while her husband was killed by a Punjab Police team led by Umranangal in a fake encounter in 1994,the police claimed to have murdered Gurnam Singh Bandala,a dreaded terrorist.
Attaching a news item published by The Indian Express,which reported that Bandala was alive,Kaur has demanded that an independent agency should probe her husbands death in which Umranangal was involved.
Following reports that Bandala was alive,an inquiry was ordered against Umranangal in 2007. It is still pending. Umranangal was the investigating officer in the disproportionate assets case registered against former Punjab DGP S S Virk.
Kaur and her father-in-law,in a joint petition,have alleged that the state government was shielding Umranangal. Due to the political patronage enjoyed by Umranangal,no government official or politician has ever taken any step to help us get justice. The political patronage of Umranangal is apparent from the fact that he has always held key postings and been granted timely promotions in spite of an inquiry on the charges of fake encounter,pending against him, the petition stated.
Accusing the state being callous,the petitioners have told the court that it is apparent from the fact that in 2010 three years after the probe was ordered against him Umranangal was promoted to the rank of DIG and his name recommended for police medal for meritorious services.
