Congress questions govt appeal in SC against quota for bank jobs

The Congress Friday launched an attack on the NDA government at the Centre for filing a review petition in Supreme Court demanding a stay on its judgement allowing reservation for Scheduled Castes and Scheduled Tribes in promotions in higher grade posts in public sector banks. Apparently pointing to Bihar elections, senior Congress leader Kapil Sibal said the move reflected the BJP’s “anti-reservation, anti-SC/ST” mindset.

Sibal said five PSU banks had approached Supreme Court against a Madras High Court judgment that there should be reservation for SC/STs in “Grade scale 1 to Grade scale 7 posts in government jobs as well as in banks.” The banks, he said, filed an appeal in the Supreme Court which upheld the Madras High Court verdict saying SC/ST employees in public sector banks were entitled to reservation in Grade scale 1 up to scale 6 and dismissed the petition.

“The central banks have filed a review petition. And it is surprising that the Union of India has also filed a review petition. And the Attorney General is going to say that this reservation should not be there. This is surprising. In a way not surprising also as what can one expect from those who believe in Manusmriti and do politics and those who are experts in making speeches…who are actually hawabaaz,” Sibal said.

Sibal said PM Narendra Modi had during his Lok Sabha poll campaign declared that the coming decade would be the decade of Dalits, backward classes and other weaker sections. Modi, he said, had also called himself backward. “So we want to ask Modi now are you not a backward anymore…Don’t you have any sympathy for SC/STs anymore.”

He said the BJP had supported the UPA government for passing the Constitution amendment bill for providing promotion in reservations. “This is the real face of the BJP and Modi…This government is anti-reservation and anti-SC/ST…..The government should withdraw the review petition and accept the Supreme Court judgment. If not, it will become clear that this party, which believes in Manusmriti, which believes in caste system….is a party which has no sympathy for SC/STs,” he said.

Sibal said the BJP government’s move would cost heavily in Bihar. “In Bihar, they are entering into an alliance with (Jitan Ram) Manjhi. Manjhi should reply whether he will join hands with the BJP. (Ram Vilas) Paswan and (Upendra) Kushwaha should also reply. Will they enter into an alliance with the BJP which is anti-SC/ST and anti-backward.”
