After pictures of Jaswinder Singh alias Rocky,a proclaimed offender in the murder of notorious gangster Prabhjinder Singh Dimpy which took place in Chandigarh in July 2006 appeared with Union Home Minister Sushil Kumar Shinde,the Chandigarh Police on Thursday ordered that search for the accused be intensified.
Chandigarh Inspector General of Police R P Upadhyaya said Rocky was declared a proclaimed offender by the sessions court for not attending the hearings during Dimpy murder trail. He should have been arrested after he was declared a proclaimed offender. I have ordered the police to intensify the search as he seems to be roaming freely, he said.
The Dimpy murder case was registered at the Sector 3 police station. DSP Central Ashish Kapoor,under whose jurisdiction the station falls,said Rocky had been arrested in the case and later bailed out. He had been attending court proceedings but absconded in the final stage of the hearing and was declared a PO. Now that he has been spotted,we are going to arrest him as soon as possible. We are trying to enquire about where he went and with whom, he said.
Rocky is also on the wanted list of the Fazilka police for an attempt to murder case. There are many cases against Rocky. We are trying to arrest him under Section 307 in an attempt to murder case. The next hearing of the case is on June 5 and since we have not been able to arrest him,we will produce a challan in the court to declare him a PO, Fazilka SP Manmohan Sharma said.
While the Chandigarh Police claimed that they have been trying to arrest Rocky,there is no mention of him as PO in the records of modus operandi bureau (MOB),which receives all case files,including court proceedings,from every police station through the office of DSP (Crime) fortnightly. It then furnishes list of proclaimed offenders to the PO Cell at the Sector 17 police station that monitors such cases.
Bureau officials,when contacted,said they have enquired about Rockys PO status from the Sector 3 police station and its been confirmed that he was declared one in August 2012. We have asked them to send us the information so that we can put it in our record and send it to the PO Cell, Sub-Inspector Deshraj,MOB incharge,said.
On April 29,Rocky had met Shinde as part of a delegation of Punjab Congress leaders led by National Commission of SC/ST vice-chairman Raj Kumar Verka,MLA from Amritsar West,and MPs Ravneet Bittu and Mohinder Singh Kaypee. While Verka had denied knowing Rocky,Bittu had said all others in the delegation were those known to Verka.
