The Congress Thursday said the assault on senior IAS officer Kahan Singh Pannu in Uttarakhand was a wake up call for people of Punjab and a warning for officers to either fall in line with the regime or face its wrath and public humiliation.
The attack on Pannu was a deep-rooted conspiracy and warning to honest officers to fall in line with the corrupt SAD-BJP regime or get ready to face their wrath and public humiliation, PCC chief Partap Singh Bajwa said in a statement.
He said it was difficult to believe that a common man without political protection can dare to go to an extent of making murderous attempt on the life of a senior officer.
Calling the incident a blot on the face of the SAD-BJP combine government,Bajwa said the ruling dispensation had initially tried to bury the issue in a bid to shield the culprits and swung into damage control exercise only after the Chief Ministers silence was questioned by the Congress.
The video of the assault was uploaded on social media on June 24 and the incident was reported to the Chief Minister by Pannu on the same day. But,the state cabinet,which met the same day,didnt debate the issue and no action was proposed. It was regretful that the Chief Minister issued a statement only on June 25,but again didnt initiate any probe, Bajwa alleged.
He asked why CM failed to order a probe despite the IAS Officers Association writing to him on June 25. He (Badal) ordered an inquiry on June 26 under public pressure. The delay in ordering inquiry into the incident brings the role of SAD-BJP government under scanner, Bajwa said,adding it was surprising that though Punjab government has a full fledged department for disaster management,no officer from there was sent to Uttarakhand.
Badal should specify the reasons for selecting Pannu for the job especially when he was busy in other important assignments, Bajwa said and added that the Congress point of view that the assault was pre-planned conspiracy has been endorsed by Pannu himself.
The person who uploaded the video on YouTube is a close associate of Balbir Singh Sidhu,SAD in-charge of Talwandi Sabo,who had joined the ruling party at the instance of Education Minister Sikandar Singh Maluka, he added.
Complicity on part of government in taking action was as deplorable as the assault itself,he said,alleging that the SAD-BJP government had taken it for granted that their men would go scot free even after committing heinous crimes.
