Andhra govt starts work with Wipro to create digital repository of data

Chandrababu Naidu met with Wipro executives on Thursday at the Secretariat to review the project.

The Andhra Pradesh government has started working with software giant Wipro to develop AP State Enterprise Architecture (APSEA) which will create a digital repository of the state’s data and work with all departments on the government’s vision of 7 missions, 5 grids and 4 campaigns. The APSEA project has been kick-started following the Chief Minister N Chandrababu Naidu’s meeting with Wipro chairman Azim Premji and the company’s chief strategy officer Rishad Premji at the World Economic Forum at Davos recently.

Naidu met with Wipro executives today at the Secretariat to review the project. The Andhra Pradesh State Enterprise Architecture is an all-encompassing framework for prioritizing, mapping out game-changing strategies, integrating various departments and service and delivering outcomes as a result of implementation of the government’s vision, 7
missions, 5 grids and 4 campaigns, says APSEA CEA G Subba Rao.  The 7 missions are primary, urban, industry, infrastructure, service sector, skill development, and social empowerment.  The five grids to be set up are water grid, road grid, power grid, gas grid, and fibre-optic grid. The four campaigns are `winning over poverty’, `officials interacting with farmers in fields’, making AP a knowledge hub, and `conserving water’.

IT Advisor J Satyanarayana said that the project will be carried out in two phases where phase one includes primary domain departments that are linked to social welfare while phase two includes secondary domain departments. “For this, the IT Department is working with the Planning Department to obtain data. The department will soon hold a “Vision Workshop” as part of phase 1 of the project with all secretaries of the department and explain how APSEA will work,’’ an official said. As part of this, a welfare group will be working with departments to gather data and create a e-locker which will have a repository of data of every citizen in the state and their socio-economic profile, Aadhar details, education, benefits he or she is availing from the government, etc.

The primary focus of APSEA will be to improve social indicators through the Welfare Group which has categorized services in three sets – A, B and C. To increase efficiency through APSEA, the IT department will use technologies such as SMAC (Social, mobility, analytics and Cloud), Big Data and also ensure cyber security.

For instance, if a student’s profile from a school is chosen under APSEA, his or her education, Aadhar details, socio-economic profile, health status, assessment of his or her cognitive skills, details of whether the student is having mid-day meals and other details will be part of APSEA’s mechanism. This means the data will be acquired from
concerned departments. This will ensure transparency and plug gaps if any in delivery of benefits, clearly outlining the faulty areas.

Stating that he wants to improve efficiency by 30-40 per cent, the Chief Minister said that APSEA will bring in a systematic process of working on projects with an integrated approach and will also work for future. “I’m confident that technology in e-Governance will lead to 2-3 per cent of growth rate because it will ensure transparency and
weed out corruption,” he added.
