WHILE Haryana Police officers got a pat on their back for shooting most wanted criminal Kolbir dead in an encounter in Rohtak, there are at least 228 such criminals who are still on the loose. Other than most wanted criminals,4274 criminals — declared proclaimed offenders (PO) — are also roaming free.
According to the website of Haryana Police and State Crime Records Bureau, many out of the 228 most wanted criminals are absconding for over a decade and the police have no clue about their whereabouts. Most of these criminals are facing cases on charges including multiple murders, attempt to murder, dacoity, robbery, extortion and contract killing.
The figure of 4,274 POs further exposes the shoddy investigation and crime detection skills of the police. Many of them are wanted for kidnapping, abduction, theft, robbery, fraud, forgery and criminal conspiracy. Ironically, the number is increasing, despite the fact that the police have dedicated proclaimed offender cells in each district with the specific task to arrested such criminals.
Besides POs and most-wanted criminals, sources in SCRB said there are over 150 people who figure in the category of bail jumpers and are yet to be arrested. An accused released on bail is supposed to appear before court on a given date. When he fails to do so,he is known as a bail jumper.
According to an analysis by the SCRB,many criminals have committed crimes and are wanted by the police in neighbouring states including Delhi,Uttar Pradesh,Rajasthan and Punjab.
“The district police in Haryana keep monitoring the activities of absconding criminals. But many times,we
have witnessed such criminals leave the state and migrate
to other areas. Whenever they resurface in our jurisdiction,we catch them,” said K K Sharma,ADGP (Law and
Order).
He added: “For instance, there are criminals who were wanted in Mewat. When we learnt that they have migrated to Hyderabad, our teams went there, only to find that they have moved to West Bengal. Such criminals keep moving. But we regularly review their movement and catch them.”
