Private universities in the state have been barred from operating beyond the territorial jurisdiction of the state in any manner. The colleges can no longer have study centres,off campuses,or affiliated colleges outside the state. The Haryana Vidhan Sabha passed the amendment bills in this regard,on Tuesday. In all 11 bills were passed on Tuesday.
The Maharshi Dayanand University (Second Amendment) Bill,2012,Bhagat Phool Singh Mahila Vishwa Vidyalaya Khanpur Kalan (Second Amendment) Bill,2012,The Kurukshetra University (Second Amendment) Bill,2012,Chaudhary Devi Lal University Sirsa (Second Amendment) Bill,2012 were passed to ensure that the existing Acts are in conformity with observations made by the Supreme Court.
These Bills will also stop all the state and private universities from operating beyond the territorial jurisdiction of Haryana in any manner. The Haryana Private Universities Act,2006 has already been amended. Since the state has developed a sound institutional network with as many as 30 Universities and approximately 693 colleges it does not seem necessary for the Universities to open study centres in the state as well, a government spokesperson said.
Another significant bill,regarding calculation of property tax,was passed by the Vidhan Sabha on Tuesday. According to the amendment,Re 1 per square yard (up to 250 square yards of plot) shall be charged as property tax,from the owner of the plot. For the plots,measuring more than 250 square yards,the property tax shall be based on the old formula,but in case the plot is occupied by the owner itself,the property tax shall be reduced by 50 per cent.
