Five gangrapes in Hisar in 7 months,just two arrests

The recent gangrape of a 16-year-old Dalit girl is not the only such case in Haryana’s Hisar district. There have been seven instances of rapes,including five gangrapes in Hisar,during the last seven months. And in most cases,the accused are yet to be arrested.

In the recent case,registered in Sadar police station,a Dabra village resident was gangraped by eight youth,while four recorded the crime on their mobile phones. In all,while 12 youth have been booked on charges of gangrape,only two have been arrested till Monday.

On August 14,another case of gangrape was registered in the same police station. According to the police,a 19-year-old Dalit woman,who had married a man from the Jhangra community,lodged a complaint against her husband,father-in-law and two brothers-in-law,accusing them of gangraping her. The woman was medically examined,and the report revealed that she had been sexually assaulted. All four accused are absconding.

In another case,an 18-year-old girl was gangraped by two persons in Narnaund area of Hisar on May 28. According to the police,the girl knew one of the accused,who had taken her to a secluded spot where she was gangraped. They later dumped her in the fields and fled. The girl’s medical examination also indicated sexual assault. However,the police are yet to arrest the two.


In another case registered at the Narnaund police station on February 23,a 21-year-old woman was allegedly gangraped by two persons.

While the Haryana government has been claiming that it is ensuring the safety of women,the recent cases of sexual exploitation of women in various districts,including Chief Minister Bhupinder Singh Hooda’s home district of Rohtak,has exposed the poor policing in the state. In May,the alleged sexual exploitation scandal of women inmates at Rohtak based shelter home Apna Ghar had hit the headlines.

According to the figures provided by the National Crime Records Bureau,5,491 cases of crime against women have been reported in Haryana in 2011. While there were 5,562 cases of crime against women in 2010,the figure was 5,312 in 2009.

When contacted,Sadar police station SHO Madan Lal said,“I am busy conducting raids to arrest the accused. I joined Sadar police station only on September 20. There has been no case of rape during my tenure. I don’t know about the tenure of my predecessor.”

Asked about the steps which the police were taking to prevent such crimes in the district,Hisar SP Satheesh P Balan said,“It is true that such cases have taken place and this is very unfortunate. The recent case was very unfortunate. But rape cases have decreased when compared to the previous year. These cases are being investigated.”

1 more arrested in Dabra gangrape case

In six days,the Hisar police has managed to arrest two out of the total 12 youth booked for the alleged gangrape of a 16-year-old Dalit girl in Dabra village. While one accused,Seetu,was arrested on Saturday evening,another one was nabbed on Monday. “We cannot divulge the identity of the boy arrested today,as he is not named in the FIR. We will get an identification parade conducted before we divulge his details,” Hisar SP Satheesh P Balan said.
