BUSINESS IN Rajya Sabha collapsed Friday and the House had to be adjourned due to lack of quorum, exposing lack of seriousness of members towards private members’ legislative business.
The House resumed in the afternoon five minutes late at 2.35 pm due to lack of quorum. Deputy Chairman P J Kurien said the delay was because of “no quorum”.
When Jairam Ramesh said ensuring quorum was the “minister’s responsibility,” Kurien replied, “Yes, yes. You should ensure more members are present.”
The House then took up discussion on a Bill moved by K V P Ramachandra Rao to amend Andhra Pradesh Reorganisation Act. As soon as MoS, Home Affairs, Haribhai Parthibhai Chaudhary replied to the Bill and sought its withdrawal, TDP’s C M Ramesh raised the issue of quorum that led to heated arguments.
With some members arguing that quorum is required only during voting, V P Singh Badnore, who was in the Chair, said any member can raise the issue of quorum at any time.
He rang the quorum bell to call members to be present in House and amid exchanges, adjourned the House at 4.15 pm. Generally, the House is adjourned at 5 pm on Fridays.
