Many students and teachers in JNU students had questions about the High-Level Enquiry Committee (HLEC) report, which became public Tuesday, and the discrepancies between it and the showcause notices issued to students in its wake.
“First, you issue a showcause notice, asking them to respond to some act of indiscipline which they aren’t informed about. Then, in the name of transparency, you hand them a shortened report which does not even tell them what action the committee has recommended for them,” said a JNU Teacher’s Association (JNUTA) member, who did not want to be named.

While some students received their showcause notices Monday night, others got theirs on Tuesday night. However, the report was not given to them unless they demanded a copy. Five Deans of Schools, who had written to the Vice-Chancellor Tuesday, had also brought up this issue.
Some JNU teachers and students also pointed out other “anomalies” in the report.
“Aishwarya Adhikari was first suspended and has now been issued a showcause notice, which does not mention any details. But her name is not mentioned even once in the report. Then, on what basis have they found her guilty of anything,” said a student who did not want to be named.
The report also lists the names of two Kashmiri students from JNU — Mujeeb Gattoo and Mohd. Qadeer — as being in “close proximity” of the group of outsiders who allegedly raised “anti-national” slogans.
“If they were in close proximity to the outsiders, so were others. We don’t know why only their names have been picked,” said a student. Teachers also said it was strange for the report to make note of “lapses” which seemed to be routine.
“There are many events which are held with incomplete information and bookings. If they start penalising everyone, they will have to get hold of many people,” said a teacher.
