Having extended the courtesy of fast security clearances for Chinese investments in the country, India is likely to push for greater cooperation from China on counter-terrorism, including pressuring Pakistan to act on Lashkar-e-Toiba (LeT), as a quid pro quo in an official meet scheduled for November 4.

Government sources said India hopes that China would use its good offices with Pakistan to pressure it to act against India-centric terror groups. A delegation of Indian and Chinese officials is scheduled to meet on November 4 to discuss counter-terror cooperation.

In the meeting, the Indian delegation comprising senior officials from Home ministry and intelligence bureau would be headed by a senior Ministry of External Affairs official. The Indian side, said sources, is likely to push China to pressure Pakistan to act against groups such as LeT.

Sources said India would leverage the courtesy it has extended to several Chinese companies by giving fast security clearances to push China for greater cooperation on the security front.

In the past year, India has granted security clearance to investments from 20 Chinese companies. The chief among them has been Huawei, about which the Indian security establishment has expressed reservations in the past. Earlier attempts by the company to enter Indian market were red flagged because the company was suspected to be spying for the Chinese government.

India is also likely to argue that China itself has been facing problem from jihadi terrorism and radicalisation in its Xinjiang province. India is likely to bring up the fact that the LeT has been found to be fishing in troubled waters in the region and, thus, is a common enemy.

India has had many other security concerns vis a vis China. These include “clandestine” support to various North east insurgent groups. There have been reports that Chinese intelligence helped the S S Khaplang-led faction of National Security Council of Nagaland, which was recently banned by India following abrogation of a ceasefire pact and a string of attacks carried out by the group on security forces. It has been alleged that China played a covert role in the abrogation of the ceasefire pact.
