Goa proposes Rs 50,000 fine for filming at protected monuments without permission

The draft notification said, “Whoever copies or films any protected monument or does other act in contravention of any provision of this chapter or of any permission or licence granted thereunder shall be liable to pay fine of Rs 50,000 for such act at protected monuments/sites owned by the government and Rs 20,000 at other protected monuments.”

The proposed amendment states the directorate has the authority to suspend the licence or not grant licences to undertake any filming operation at a protected monument on specified occasions where these norms are not met.

The draft rules, called the Goa Ancient Monuments and Archaeological Sites and Remains (Amendment) Rules 2024, also state that on receipt of an application, the director of the department may grant a licence “if he is satisfied that the proposed operation will not adversely affect the protected monument or part thereof”.

The rules specify the fee to be paid while taking permission for filming at protected sites and monuments owned by the state and at other protected monuments.

“For filming at the protected monuments/sites owned by the government, a fee of Rs 25,000 per day with Rs 10,000 refundable security deposit will have to be paid. For filming at other protected monuments, a fee of Rs 10,000 per day with Rs 2,000 refundable security deposit shall be paid,” the notification added.
