In a significant development, the Panjab University has made it mandatory for each of its 188 affiliated colleges to ensure adherence to the regulations framed by National Council for Teacher Education (NCTE) by June 30.
After a two-and-a-half-hour-long session of heated arguments between the members of the syndicate on Thursday, the house accepted the recommendations of the Jasvir Kaur Chahal Committee and decided to release the proforma to the colleges.
The proforma or the self-declaration form will be provided to the colleges and they will have to fulfil the conditions like adequate infrastructure in the college and uniform pay to the UGC-qualified teachers by June 30 and fill the details in the proforma.
Failing this, the recognition of colleges might be cancelled, said a syndicate member. Also, the House specified that those colleges failing to meet the requirements within the specified time would not feature in the list of colleges to be sent to the Punjab government for this years admissions.
As per the PU guidelines issued last year, all the affiliated colleges are supposed to provide a minimum salary of Rs 26,600 to UGC-qualified teachers. However, university officials pointed out discrepancies in the pay packages.
The V-C had in March this year constituted a committee headed by Dean College Development Council Naval Kishore to examine the issue.
The House also decided not to discontinue the subject of Police Administration offered at the bachelor’s level by the Department of Evening Studies.
The House called for a review of the recommendation that admission to BCom-I for the session 2012-13 be conducted online for the affiliated colleges located at Chandigarh, including the Department of Evening Studies,as well as colleges in Ludhiana and Hoshiarpur districts.
The House took up the case of Dazy Zarabi,a programme officer in PU. A group of senators opposed her regularisation citing violation of PU norms. However, her appointment as a regular employee was accepted.
Also, the PU management decided that the library staff would be considered as academic staff.
