In addition to the recent controversy surrounding the Vice Chancellor of Maharshi Dayanand University (MDU),Rohtak, another controversy has erupted over the appointment of the Controller of Examinations (CoE),MDU,Baljit Singh Sindhu.

According to Sindhu’s educational and academic experience records submitted by him for appointment to CoE,Sindhu did his Masters of Philosophy ain MDU,in the same year that he was a lecturer in a university at Sonepat,Haryana. According to documents (in possession of The Indian Express) submitted by Sindhu while applying for the post of CoE,Sindhu mentioned that he was posted as a lecturer at a university in Sonepat in 1988.

Sindhu maintains that there was nothing wrong in the information submitted by him and he had done his MPhil in the evening shift, from MDU. “I used to teach in the morning at Sonepat and then go to Rohtak every evening to attend my MPhil classes,” Sindhu told The Indian Express. Rohtak is around 50 kilometers away from Sonepat.

Vice-Chancellor of Maharshi Dayanand University Dr R P Hooda said,“There were no MPhil course evening classes held in MDU in 1988,which Sindhu has mentioned as his year of completing his Masters in Philosophy. He,however, maintains that the information submitted by him is correct. I shall be marking a formal inquiry and seek his comments in writing. If there is any lapse on his part,he shall not be spared.” Hooda is also facing inquiry,in the Lokayukta,on charges of alleged misappropriation of funds during his tenure as the V-C of MDU.

A former Registrar at Maharshi Dayanand University, however, told The Indian Express,“MDU never introduced or held MPhil course in the evening. Nowhere in Haryana are MPhil courses being held in the evening shift.”

Got the post after second attempt

The post for MDU CoE was first advertised in 2009. Sindhu applied for the post but was rejected. He applied again and was finally selected in October,2010 in his second attempt.

In the minutes of an Executive Council’s (EC) meeting (in possession of The Indian Express),held in 2010,the MDU Vice-Chancellor said,“Candidates who applied for the post of COE,when advertised last, are no good to be equal to the tasks and challenges the post carries…all being freshers without any desired experience”.

In another EC meeting in May 2010,the MDU VC said,“The post of CoE was re-advertised,immediately because the candidates who applied for the post in response to the advertisement do not possess any relevant work experience as laid down for the post.

Sindhu managed to bag the post of CoE in October 2010.”How could a person, who was not fit for the post till a few months ago all of a sudden become fit for the post? Despite several complaints, even to the Chief Minister of Haryana,no cognisance was taken,” said a senior professor at MDU on condition of anonymity.
