While the number of students applying under Persons With Disability (PWD) category for under-graduate courses in Delhi University has seen a rise this year,applications under Kashmiri Migrants and Armed Forces (CW) quota are just trickling in with only seven students having registered under both categories in four days.
While long queues of students could be seen thronging the general and OBC category registration counters,the room meant for the registration of Kashmiri migrants and Defence quota applicants wore a deserted look on Thursday.
So far,only two students have registered under the Kashmiri Migrants category while five registered in the CW category,said Ram Dutt,Deputy Registrar (Academic),Delhi University. Last year,a total of 30 registered in the Kashmiri migrants category,while more than 50 registered under the CW category,he said.
Five per cent seats in each course have been reserved for CW candidates and one seat in each stream in every college has been reserved for Kashmiri migrants.
Despite the university publishing the list of documents required for registration on the university website,students and parents could be seen being turned away because their applications were found to be incomplete.
Nutan Mishra,whose husband was injured in action in 2001 in Jammu & Kashmir leaving him disabled,was in the university to register her daughter under the CW category.
“The amount of paperwork needed for registration is making the process very tedious. For instance,I already have a concession card but the university wants it in a particular format. It might be easier for people from Delhi to do that but since I come from Baroda,it is turning out to be a problem,” she said.
An applicant’s brother from Lansdowne,Uttarakhand,said,“I have come here for the third time as the Education Concessional Certificate was not on a proper letter-head. None of the Army offices have proper letter-heads.”
However,other applicants like Aarohi Drabir,18,from Amity School,Noida,did not face any problems. She said,“The process has not been troublesome. All the documents needed for registration are clearly listed in the form.” With a score of 95 per cent,Aarohi wants to pursue B Com (Honours) from SRCC and is applying under the Kashmiri migrants category.
Commenting on problems faced during registrations,Ram Dutt said,“Anyone can provide a fake certificate these days. We are only following the directives of the Ministry of Defence,which has asked us to accept concession certificates only from four to five specified authorities”.
