States, UTs owe more than Rs 49,000 crore to CAPF, 11 states have sought waiver: MHA informs parliamentary panel

The Parliamentary Standing Committee has asked the home ministry to adopt a firm view and raise the issue of pending dues with defaulter states/UTs on a monthly basis.

A total of Rs 49,912.37 crore is pending as “outstanding bills” of various states and Union Territories (UTs), yet to be paid to the Central Armed Police Forces (CAPFs), and 11 states and Jammu and Kashmir have asked that the cost of deployment charges of CAPF personnel in their states be waived off, the Ministry of Home Affairs (MHA) has informed the Parliamentary Standing Committee.

Of the pending amount, Rs 44,083.51 is due for the deployment of Central Reserve Police Force (CRPF) personnel in several states/UTs and the committee has asked the MHA to adopt a firm view and raise this issue with defaulter states/UTs on monthly basis, asking them to clear the pending bills/payments at the earliest.

“The committee was informed that a sum of Rs 49,912.37 crores is outstanding against the various states/UTs, till October 1, 2022 for the deployment of CAPFs in various sectors. Rs 44083.51 are dues for the deployment of CRPF personnel alone in states/UTs,” said the Standing Committee on Demands for Grants relating to the MHA in its report submitted in Parliament on March 17.

The committee asked to know about the states that have submitted requests to waive the cost of deployment charges towards the deployment of CAPFs personnel. “The MHA replied that the requests for waiver of deployment charges towards deployment of CAPF personnel were received from state governments of Goa, Chhattisgarh, Odisha, Nagaland, Mizoram Andhra Pradesh, Assam, Punjab, Uttarakhand, Maharashtra, Tripura and UT, Jammu and Kashmir,” the report said.

The committee has also enquired about the steps taken by MHA for timely payment of CAPFs deployment by the states/UTs. “The MHA informed that regular requests are being made by them to the states concerned to clear their outstanding deployment charges while issuing deployment orders. The states concerned are being requested on a quarterly basis for clearing their outstanding dues on account of deployment charges of CAPFs,” the report said.

“The committee asked the MHA to adopt a firm view in this regard and raise this issue with defaulter states/UTs on a monthly basis, to clear the pending bills/payments at the earliest. The committee also recommends that the central government may take necessary steps to recover the pending dues from states in a time bound manner. Further, the committee would like to be apprised about the reasons given by the state/UT governments for seeking waiver of deployment charges towards deployment of CAPFs personnel and the stand taken by the MHA to resolve this issue,” the report said.
