Nitish Kumar submitted his resignation as Bihar chief minister to Governor Arif Mohammad Khan on Monday, formally bringing the outgoing NDA government to an end. Earlier in the day, the cabinet held a brief 10-minute meeting that unanimously authorised Kumar to recommend dissolution of the Assembly, officials said. With the term of the 17th Bihar Assembly ending on November 22, the new government is likely to be sworn in on Wednesday or Thursday, according to sources.

BJP, JD(U) set for equal seat share: Both the BJP and JD(U), which contested 101 seats each, are likely to receive an equal share of ministerial berths under the NDA’s initial power-sharing plan. As per the proposal, the LJP (Ram Vilas) may get two ministries, while the RLM and HAM(S) may be offered one each. The BJP is the single-largest party with 89 seats, followed by the JD(U) with 85; in the outgoing government, the BJP had 22 ministers and the JD(U) 12.

Deputy CM choices pending: The BJP is aligned on retaining Nitish Kumar as Chief Minister, crediting his goodwill and governance record for the NDA’s strong victory. However, there is no decision yet on Deputy CMs. Allegations against outgoing Deputy CM Samrat Choudhary had raised doubts about his return, though BJP leaders say the NDA’s mandate and his win from Tarapur indicate voters dismissed the charges.

NDA races to finalise Bihar cabinet; Nitish Kumar set for 10th oath on Nov 20

Intense lobbying is underway among NDA partners as they work to finalise cabinet allocations ahead of the new Bihar government’s swearing-in on November 20. The upcoming cabinet is expected to feature 5–6 new faces from the BJP and JD(U). JD(U) state chief Umesh Singh Kushwaha is likely to be inducted, along with several senior JD(U) ministers who are set to return. Nitish Kumar will submit his resignation as head of the outgoing government on November 19 before taking oath for a record 10th term. While JD(U) plans to retain most of its ministers, the BJP is expected to bring in three to four new faces. Smaller allies LJP (RV), HAM-S and RLM are also set to secure berths. A total of 16 BJP ministers and 14 JD(U) ministers, plus the chief minister, are likely to be sworn in. Of the 25 outgoing ministers who contested the polls, all but one retained their seats. Gandhi Maidan, the swearing-in venue, has been closed to the public with heavy security as PM Narendra Modi, Home Minister Amit Shah, and other top NDA leaders are expected to attend. (PTI)

Bihar Govt Formation 2025 Live Updates: All but 2 of RJD’s EBC candidates lost, Congress dependence on upper castes backfired

A look at the Bihar Assembly poll results reflects the failure of the Mahagathbandhan parties to expand beyond what is considered their traditional voter bases. While the RJD suffered losses by sizeable margins in seats where it fielded EBC and non-Yadav OBC candidates, the Congress’s bet on upper-caste candidates failed to yield any reward.

The RJD’s EBC candidates performed the worst, with the highest average margin of defeat at 27,506 votes. EBCs are traditional voters of JD(U) president and Bihar CM Nitish Kumar.

While the RJD contested 143 seats and won 25, the Congress contested 61 seats and won six.

In the RJD’s list of 143 candidates, 77, or almost 54%, were OBCs, including 50 Yadavs and 27 from other OBC groups. The party had 15 upper-caste candidates and 12 EBCs. The remaining were Scheduled Castes (20), Muslims (18), and Adivasi (one).

Among the Congress 61 candidates, 22, or nearly 36%, were from upper castes, including 8 Brahmin and Bhumihar candidates each, 5 Rajputs, and 1 Kayastha.

The BJP is the single-largest party with 89 seats, followed by the JD(U) at 85, the LJP (RV) at 19, the HAM(S) at five, and the RLM at four.
