The roll-out of a new administrative set-up of ‘co-districts’ within Assam’s district administrations began on Friday with the launch of 21 such co-districts across the state by different ministers.
This administrative overhaul, which does away with the existing system of 24 civil sub-divisions, was announced by Assam Chief Minister Himanta Biswa Sarma last year, with the aim of bringing governance and administrative work closer to citizens’ homes.
These ‘co-districts’ will serve as smaller administrative units below the districts led by an officer of the rank of Assistant District Commissioner. Sarma has stated that the government aims to introduce such co-district offices in all 126 assembly constituencies in the state.
Phase 1 of this initiative began on Friday and will continue until Saturday when 18 more co-districts will be inaugurated.
The functions that these offices are tasked with carrying out include land revenue matters, development and welfare work, excise and disaster management work. These will have administrative control over all departments within the co-district and have magisterial powers such as the issue of permissions for events. These will conduct routine administrative tasks such as the issue of ration cards, caste certificates, and sale permission of land.
Announcing the roll-out Sarma called it a step to “take governance one step closer to people.”
“This unique initiative, the first in the country, will decentralize district administration. Co-districts will ensure implementation of our vision of minimum government, maximum governance,” he said.
