J&K Chief Minister Mehbooba Mufti on Friday left a Cabinet meeting in a huff after her colleagues from the BJP opposed a cadre review proposal for Kashmir Police Service (KPS). Sources said that Deputy Chief Minister Nirmal Singh later visited Mehbooba’s residence along with some ministers to pacify her. There was no official word on what happened, but sources said Singh was able to placate her.
The proposal had come from the state’s home department, which Mehbooba heads. It was made as KPS officers do not get promoted beyond the SSP-level unless they are inducted into the IPS.
Sources said it was proposed to bring KPS on a par with the Kashmir Administrative Service (KAS) by allowing promotions of state service police officers up to the IG rank amid increased stagnation among officers. It was pointed out that KAS officers get promoted up to the secretary-level without induction into IAS. Sources said that those favouring the proposal argued that secretary is equivalent to IG.
Some BJP ministers objected to the proposal saying that DIGs and IGs are IPS officers and no one can be promoted to this level unless inducted into IPS.
