The five-day session of the 18th Bihar Assembly commenced Monday (December 1), during which the pro-tem Speaker Narendra Narayan Yadav administered the oath of office to all the newly-elected 243 members of the House.
Yadav informed the members that they can take oath in Hindi, English, Urdu, Sanskrit or Maithili, and the process would begin with the cabinet ministers.
Deputy Chief Minister Samrat Choudhary, who has been elected from Tarapur assembly seat, was the first to take the oath, followed by fellow Deputy CM Vijay Kumar Sinha, who has retained Lakhisarai for a fourth consecutive term, as reported by PTI.
BJP leader Prem Kumar, one of the main contender for the Speaker’s post, took oath next. The election for the post of Speaker is scheduled for Tuesday (December 2).
The Leader of Opposition, RJD’s Tejashwi Yadav, took oath next. Yadav was unanimously chosen as the LoP by Mahagathbandhan on Saturday. Vishnu Deo Paswan, elected from Darauli, took oath in English. Some members, including minister Anand Shankar Prasad, took oath in Maithili, while some others, mostly from the Seemanchal region, did so in Urdu. A few members also took oath in Sanskrit.
The 5-day session will end on Friday.
The Governor Arif Mohammad Khan is scheduled to address the members of both Houses jointly on Wednesday (December 3). The second supplementary budget is also scheduled to be tabled on the same day.
On Thursday, the government will reply to the debate on motion of thanks on the Governor’s address. On Friday, a debate on the second supplementary budget will take place, followed by passage of the appropriation bill. The session will end thereafter.
The fresh session has been called following the formation of the NDA government in Bihar after the two-phase assembly elections held on November 6 and 11. Led by Chief Minister Nitish Kumar, the NDA secured 202 seats, while the Mahagathbandhan managed 35 seats, including 25 won by the RJD. Nitish Kumar took over as the Bihar Chief Minister for a record 10th time.
