Varsity: No private PhD degrees to be entertained till new rules drafted

Savitribai Phule Pune University (SPPU) has finally decided to put a check on teachers who get doctoral degrees from other universities and then apply for promotions or appointments based on these. In the recently held academic council, it was decided that no claims of private PhD degree will be entertained until the varsity drafts its own rules to check the authenticity of PhDs.

“Often, candidates get PhD from a private university and submit it. But it is hard to check its authenticity. Hence we had constituted a 5-member team on December 30, 2014 to formulate some norms to check whether the PhD degree is valid or not. The committee is headed by K C Mohite, dean, faculty of science. They are expected to submit a report within 15 days,” said V B Gaikwad, director, Board of College and University Development, Savitribai Phule Pune University.

“There is a 2009 gazette by the University Grants Commission which gives norms on PhD. Then government of Maharashtra had also declared degrees from two universities to be invalid. But other than these two universities, there are many private universities too that give degrees and there is no rule to find out how to check their veracity. There is also a possibility that the university is legal but the procedure to obtain the PhD is not. Hence the need for a checklist,” said K C Mohite.

SPPU had written to the UGC asking them to clarify the norms regarding universities giving PhD degree and a letter was received that was submitted to the committee. “As per UGC, there are strict limitations to a university’s jurisdiction. For example even if the university is in Jaipur, it may not be legal for it to open a study centre beyond a certain limit even within the state. Thus we have to check the veracity of the study centres from where PhD has been obtained,” added Gaikwad.

As per UGC guidelines, the students should compulsorily complete the course work on campus and the guide or co-guide should be from the main campus. Often, the students gets PhD without meeting both the norms. “Hence it should be checked whether there was a study leave taken by the student while completing his PhD and whether other norms were also fulfilled. The committee will formulate guidelines for valid PhD. Hence we will give promotions on the basis of PhDs only after the norms have been set and the applications scrutinised according to it,” said K C Mohite.

PhD online exam

The PhD online examination was held at 54 exam centres under Savitribai Phule Pune University from 11 am to 1 pm on Sunday. The exam was given by 4731 students of whom 2,429 were men and 2,302 women.

The results were declared immediately after the exam. A pass percentage of 49. 29 per cent was secured as 1059 female and 1273 male candidates cleared the exam.
