Reshuffle of PCMC officials on the cards

Many officials in the same post for over two decades,reveals employee data sought by Pardeshi

A list of officers and employees of civic departments of the Pimpri-Chinchwad Municipal Corporation sought by the new Municipal Commissioner Dr Shrikar Pardeshi reveals several officials serving in the same post for over two decades now.

Most employees,especially officers,have been in the same department for 10 to 27 years. In civic circles,this is being seen as an anomaly caused by “improper administrative functioning” to remedy which the civic chief has said he would initiate a revamp after studying the set-up of 8,000-odd employees. The PCMC administration has sought suggestions and objections before effecting the revamp.

Among officers in the same post,PCMC sources said,are chief security officer (for 22 years) Ashok Dalvi,YCMH superintendent (19 years) Dr Anand Jagdale – he recently became PCMC health chief-YCMH deputy superintendent (for 23 years) Dr Shyam Gaikwad,chief garden superintendent (for 22 years) Suresh Salunkhe,PCMC veterinary chief (for 18 years) Dr Satish Gore,secondary education officer (for 18 years) Vishnu Jadhav,Employee Welfare officer (for 15 years) Subhash Machchare,Ulhas Jagtap of the Women and Child Welfare Department (in the same post for 14 years),executive engineer Gopal Chinchwade of the civic electricity department (12 years in the same post),Deputy City Engineer Vasant Kachi of the Building Permission department,Water department executive engineer (7 years) Vasant Salvi,PCMC health officer (for 27 years) Dr Kamal Yadav,Baba Bagal of the election department (for 18 years),Neelkanth Poman of the computer department (for 17 years),Satish Pawar and Sarjerao Lavand of the law department (for 14 years),Prashant Shimpi of Town Planning Department (for 15 years),and chief fire officer (for 25 years) Kiran Gawde.

Other than these,there are several officers who have been in the same post for more than three years. They include Pravin Tupe,Ashok Munde,Shahaji Pawar,Ambadas Chavan,Ramdas Tambe,Ayub Khan Pathan,Deepak Shirke,Makrand Nikam,Ashok Surgude,Ramdas Jadhav,Sandesh Chavan,Rajaram Chavan,Avinash Deo,Vilas Karanje,Kailas Thorat,Tanaji Jagdale,Dilip Chakankar,and Kiran Gaikwad,as per the list. Even school department heads like H Wasiuddin (for 22 years) and Balasaheb Satav (10 years) are in the same schools. While the civic chief has said he may revamp the administration,officials said the commissioner would not be able to change some officers as the PCMC does not have others with the required qualification to replace them. For instance,the chief garden superintendent Suresh Salukhe,besides having a BSc Agriculture degree has the required experience none of the officers in PCMC have for the post,PCMC officials said. “The chief garden superintendent’s post requires certain qualification that Salukhe has,but no officer in PCMC has…Then how can you replace Salunkhe? It will be against rules to replace him with an official who does not have the requisite qualification,experience and knowledge,” senior officials,on the condition of anonymity,said.

Also,some officers like Dr Anand Jagdale and Dr Shyamrao Gaikwad are on the verge of retirement. Replacing them would pose the problem of placing them in a suitable position,officials added. Both have been credited with “effectively” handling YCM hospital functioning over the years,especially when PCMC was under pressure to offer treatment to patients within its jurisdiction at nominal rates. Another officer,Dr Satish Gore,has also often come in for praise from civic activists,especially for his efforts in starting the country’s first pet cemetery in Pimpri-Chinchwad and keeping it going.

The civic chief,too, conceded there are problems in reshuffle of the officers. “I know I can’t carry out a whole revamp…But wherever possible,I will reshuffle officers and employees,” he said.

Civic activist Shridhar Chalkha,however,said officers or employees remaining in the same post for years sounds suspicious. “Employees or officials in the same post for so long,especially in the building permission department,is dangerous from the point of view of citizens. Because such officials or employees often develop a tendency of being hand-in-glove with each other and resorting to graft. They know the inside out of the civic functioning…like how not to approve a file,how much money to demand and how to receive that money…,” Chalkha said and added it was necessary for the civic chief to keep changing officials in the building permission and similar departments where monetary transactions are high.
