In a new directive issued by oil companies to LPG agencies,they have been been asked to regularise gas connections of those using cylinders issued in others’ names,which until now was against the rule.
The new directive asks agencies to “regularise these connections” provided they get a consent in writing from the owner of the gas connection to allow its transfer to the person actually using the gas at present.
The new directive has further burdened LPG agencies — already trying to grapple with the workload following the recent policy change—with the task of regularising these connections,which are numerous in the city.
“This is a new directive. According to this the consent letter will be submitted to LPG distributors while the connection holder has been asked to submit an affidavit indemnifying the corporation against any claim on account of such a transfer of connection,’’ said Usha Poonawalla,state federation president of the LPG dealers association.
The oil companies further clarified that if the person is not in a position to submit the consent letter,a notarised affidavit will suffice.
The distributor,has been asked to verify the records. Once the documents are cleared,the connection is transferred,but no equipment will be given. The deposit amount will be returned to the actual connection holder. Distributors have been told to not pass on customer’s copies of this transfer to the person and have asked them to stamp it as “against regularisation”.
The connection will be regularised later after collecting security deposit at the prevailing rate from the user in whose name the transfer has been effected. The procedure would include completing the Know Your Customer (KYC) form. Valid proof of identity and address is also needed.
Oil companies have also stated in case of the death of a person in whose name a connection had been issued,the ownership can be changed after submission of the death certificate and legal heir certificate,besides NOC from other legal heirs. In the event of death of a customer,the connection can be transferred to the next of kin based on an affidavit.
Oil companies have also made it clear that transfer of gas connections within families is permitted. “The connection holder will have to give a consent form for transferring the connection in favour of a family member to whom he wants to transfer it,along with a consent letter,’’ said the dealers. KYC,address proof and deposit are necessary in this case too.
