Pune land sale: FIR filed against Parth Pawar’s partner, power of attorney holder and suspended sub-registrar

FOLLOWING A complaint filed by the office of Inspector General of Registration (IGR) in connection with allegations of graft and irregularities in a multi-crore land deal involving a company in which NCP president and Deputy Chief Minister Ajit Pawar’s son Parth is a partner, an FIR was filed at Bavdhan police station on Thursday. The FIR under provisions of cheating and criminal breach of trust was filed against Digvijay Patil, who is Parth Pawar’s partner in the firm, Sheetal Tejwani, a Pune resident who had power of attorney on behalf of the original land owners, and Ravindra Taru, the now-suspended sub-registrar who registered the deal.

It is alleged that the firm Amadea Enterprises LLP in which Parth Pawar and Digvijay Patil are partners, purchased 40 acres of prime land in Koregaon Park area of Pune, which was of particular classification and reservation. As per the rules, this particular category of land cannot be sold without prior approval from the state government. It has been alleged that the total cost of the land was Rs 1,800 crore, but it was sold to the company at a mere Rs 300 crore along with a waiver of stamp duty. Based on the complaint filed by officials from the IGR, an FIR was registered late in the night on Thursday at Bavdhan police station under Pimpri Chinchwad police as the registration of land deal took place at sub-registrar office ‘Haveli Number 4’ in its jurisdiction.

“The FIR has been registered under sections of Bharatiya Nyay Sanhita pertaining to cheating, criminal breach of trust and common intention. This land registration had taken place on May 20. The complainant has alleged that through this land deal the government was cheated by way of misappropriation,” said DCP Vishal Gaikwad.

District Joint Registrar Santosh Hingane has registered the FIR on behalf of the IGR.

DCP Gaikwad added, “It is alleged that Tejwani held the power of attorney on behalf of the original land owners and sold the land to the company on their behalf. Digvijay Patil made the deal on behalf of Amadea Enterprises LLP and Taru was the sub-registrar who registered the deal.”

When asked why Parth Pawar has not been named in the FIR, he said: “Based on the content of the complaint received today, an FIR has been registered. Further documents in this regard will be sought and a thorough probe will be conducted.”

The FIR filed by Hingane states, “Tejwani and Patil in collusion with each other, conspired regarding land property Survey No 88 at Mouje Mundhwa. On the 7/12 extract of this land, the name of the occupant is shown as ‘Mumbai Sarkar.’ Since this land belongs to the government, prior permission from the competent authority was required for executing any sale deed of the said property. Further, the Sub-Registrar, Class 1, Pune, through a written communication dated May 9, informed that at the time of executing the sale deed of this property, stamp duty of Rs 5.89 crore was payable. However, accused Tejwani and Patil, in connivance with accused Taru, executed the sale deed of the said land without paying the stamp duty due to the government, thereby defrauding the government. Hence, the offence.”

Meanwhile, the Revenue Department of Maharashtra on Thursday suspended sub-registrar Ravindra B Taru for alleged irregularities in registration process and causing a loss to the state exchequer.
