Parth Pawar’s firm to pay Rs 21 crore stamp duty plus fine for Mundhwa land deal, decides registration department

Parth Pawar’s firm, Amadea Enterprises LLP, must pay the full stamp duty of Rs 21 crore plus a fine of Rs 1.47 crore in the controversial sale of the 44-acre land parcel in Pune’s Mundhwa, as per a decision by the Maharashtra Department of Registration and Stamps on December 10. A senior department official confirmed the development.

Parth, Deputy Chief Minister Ajit Pawar’s son, is a partner at Amadea Enterprises LLP, which has been embroiled in a major controversy over the land deal.

When the Rs 300 crore transaction was carried out in May, a stamp duty of just Rs 500 was paid instead of the expected amount of Rs 21 crore. This was due to a supposed concession based on a letter of intent by the general manager at Pune District Industries Centre. Tehsildar Suryakant Yewale and Sub-registrar Ravindra Taru, who registered the sale deed, were suspended by the government, and Taru was later arrested by the police.

“We have decided that the document is not qualified for exemption,” the senior official said. “On consideration of 7 per cent stamp duty on a transaction of Rs 300 crore, Rs 21 crore is the stamp duty. A 1 per cent monthly penalty, according to rules, is also applicable, which calculates to Rs 1.47 crore till now, starting from May. This will keep increasing every month if the amount is not paid,” the official added.

The official said that there was no question of Amadea Enterprises LLP sending a response to the order. The firm can either pay the amount or appeal the order with the Chief Controlling Revenue Authority (CCRA).

The transaction on the Mahar Watan land in May was carried out between Sheetal Tejwani, who held the power of attorney on behalf of the 272 original owners, and a firm owned by Parth Pawar and Digvijay Patil. The government has termed this deal illegal; it had taken over the land in 1955 and later leased it to the Botanical Survey of India till 2038.

The Pune city police, who are investigating irregularities in the Mundhwa land-deal case, told the court this week that Tejwani has been withholding information about the ₹300-crore transaction and is misleading the investigation. The police also stated that Tejwani had been using a mobile phone registered in another person’s name, and they are examining whether she used this device to communicate with other accused individuals. Following this, the court extended her custody by four days. She was arrested on December 3.
