The draft development plan (DP) for old parts of the Pune Municipal Corporation (PMC) that was made public on Thursday includes policies that will promote affordable housing,rental housing,hostels and old-age homes through various schemes.
For rental housing,the allottee shall have employment/self-employment/business within civic limits. The allottee and his family members shall not own house in civic limits,domiciled residents of Maharashtra shall be given preference in allotment,if married,the allotment shall be made jointly in the name of spouse and the lease rent agreement shall be valid for 11 months,which cannot be increased thereafter. The laws of hotels and lodges will apply to tenants.
The rental housing to be given on lease will be a 180 sq ft self-contained residential unit,the licence period for which will be decided by the civic body.
For old-age homes on any unreserved land in residential or commercial zones,construction may be permitted,subject to conditions that basic permissible FSI shall be 1.00,minimum plot area shall be 1,000 sq m,lift shall be provided for every building above 8 metres in height,European type pans shall be provided in toilets. The horizontal and vertical handrails shall be provided at a distance of 50 mm from the wall.

Ancillary user for the residents of old-age home may be permitted for consulting room for medical check-ups,dining hall,meditation hall,multipurpose hall,one shop for sale of goods,articles or crafts manufactured by old-age home residents; having a maximum built-up area of not more than 20 sq.m.
In case of hostels,the unreserved land should be within a circle of 500 m from boundary of educational institute and after a tie-up with that institute,proposal of construction of hostel exclusively for students may be permitted with additional FSI up to 1.0,subject to payment of premium at the rates decided by the Municipal Commissioner.
Hostel building shall be used for at least 5 years and after that the change of user may be permitted by the Municipal Commissioner,subject to payment of premium equal to twice the rate of open land shown in ready reckoner for that year.
If the hostel is misused,the civic body can seal the property. Minimum 10 per cent rooms shall be kept reserved for students belonging to EWS/LIG and social backward class,nominated by the Municipal Commissioner. The rooms shall be made available to them without any lodging charges.
