‘Atmosphere of arrest, interrogation and intimidation’: Maharashtra Education officers to go on strike this month over Shalarth ID scam arrests

The All Maharashtra Education Service Gazetted Officers Association announced on Thursday that it will go on strike from January 19 onwards over the ‘unjust’ arrest of officers in connection with the alleged Shalarth ID scam.

In a letter to Chief Minister Devendra Fadnavis, deputy chief ministers, school education and sports minister, and other officer bearers, the Association objected to the arrest of Yavatmal education officer Ravindra Katolkar last month.

The Association claimed that officers are working in fear of “arrest, interrogation, and intimidation, which is very regrettable and detrimental to democratic values.”

The letter stated that a delegation of the Association had met the education minister and education secretary in August, and the delegation was given assurance that officers would not be arrested without investigation. “Despite this, on 22/12/2025, the Education Officer of Yavatmal, Shri Ravindra Katolkar, has been arrested on the ground that he signed the consolidated salary payment. It is not proper to arrest the Education Officer (Primary and Secondary) as he does not have the authority to process salary and neither access the Shalarth login ID…” the letter added.

The Shalarth ID scam refers to an alleged scam wherein over 500 teachers were recruited against rules involving over Rs 100 crore funds, according to an SIT probing the matter. Shalarth is a centralised online platform used for teacher recruitment, payroll, and other such issues in Maharashtra. In 2019, the authority to issue Shalarth IDs was transferred from the Maharashtra Education Ministry to deputy directors of education at the divisional level. It is alleged that these deputy directors forged documents to create Shalarth IDs and appoint ineligible teachers. At least 16 officers, school principals, and institution heads had been arrested in the case till August.
