‘Kulbir Singh got A K Singh in as recruitment board president instead of officer suggested for the post’

Colonel Kulbir Singh,arrested in connection with the job scam at the National Defence Academy,had allegedly got Colonel A K Singh posted as Presiding Officer of the recruitment board,in place of another officer suggested for the post.

Colonel Kulbir Singh,arrested in connection with the job scam at the National Defence Academy (NDA),had allegedly got Colonel A K Singh posted as Presiding Officer of the recruitment board,in place of another officer suggested for the post.

NDA sources said Kulbir Singh,who was the staff officer to the Commandant,replaced the name of an officer suggested by the earlier Colonel (Adm),an appointment which,about a few months ago,was upgraded to the Brigadier rank (Brig Adm). The suggestion was okayed by the Commandant,they said.

Sources said,“A K Singh is a Physical Training Officer (PTO) and not competent enough to preside over the recruitment board. Earlier,the board was presided over by the Battalion Commanders — the NDA has four — who are three services officers equivalent to the rank of a full colonel. How could A K Singh then be appointed as the presiding officer? Further,the fact that A K Singh had been reprimanded was noted by the commandant. Why then was this officer given the responsibility of recruiting fresh staff?”

The NDA,earlier under the control of the Directorate General of Military Training (DGMT) was brought under the purview of the HQ,Integrated Defence Staff (HQ IDS) in 2004-05. The budgets of the academy have been on the rise ever since.

Interestingly,until about a few years ago,the recruitment of class C and D employees was being looked after by the Staff Selection Commission (SSC),a national-level body. “The arrangement to locally recruit staff was made only recently by some staffers. This has resulted in corrupt practices,” said another officer.

NDA spokesperson Lt Commander G Girish said,“As of now,we do not have any information on the matter of the name being changed.”
