To ensure ‘youth from Bihar don’t have to migrate for jobs’, Nitish’s mega industry plan

Bihar Chief Minister Nitish Kumar Saturday announced a five-year industrial expansion blueprint to position the state as a key industrial hub in eastern India, targeting Rs 50 lakh crore in investments to boost economic growth and generate large-scale employment.

The plan was outlined during a high-level review of the Industries Department chaired by the CM at his official residence, where Chief Secretary Pratyay Amrit detailed the ‘Bihar Industrial Sankalp’, a comprehensive roadmap featuring new manufacturing clusters, sector-specific parks and expanded skill training.

The meeting was attended by Deputy Chief Minister Samrat Choudhary, Industries Minister Dilip Kumar Jaiswal, senior bureaucrats and departmental heads.

During the meeting, it was decided that Bihar will promote Ease of Doing Business reforms, set up five mega food parks, develop 10 industrial parks and create 100 MSME parks over the next five years.

The Integrated Manufacturing Cluster (IMC) at Dobhi in Gaya, spread across 1,700 acres, is being fast-tracked, while 31 new industrial parks, modelled on the IMC design and covering 14,036 acres across 29 districts, are planned.

Ten of these will be sector-specific, including textile and pharmaceutical parks. The state has earmarked Rs 26,000 crore for the next phase of industrial development.

Speaking at the meeting, Kumar said large-scale industrialisation was crucial for rapid economic growth and job creation.

“The industrial development in Bihar has been accelerating. The number of industrial units has more than doubled since 2005, and industrial exports have surged from Rs 25 crore to Rs 17,000 crore,” he said, adding that MSMEs increased from 72,000 to 35 lakh, raising the industry share of Bihar’s GSDP from 5.4 percent to over 21 percent. “This reflects the work done for Bihar’s industrial growth.”

Under the Mukhyamantri Udyami Yojana he added, 44,073 entrepreneurs have received financial assistance.

“We will also ensure that the youth of the state are not compelled to migrate for employment,” he said.

The state also plans to position Bihar as a new technology hub. Committees have been formed to supervise proposals for a Defence Corridor, Semiconductor Manufacturing Park, Global Capability Centre, Mega Tech City and Fintech City. The government will train seven lakh people in industry-linked skills, set up an MSME Directorate and MSME Centres in all districts, and establish a Bihar Marketing Promotion Corporation.

A day earlier, Kumar announced the creation of three new departments — Youth, Employment and Skill Development; Higher Education; and Civil Aviation — towards a plan to provide one crore jobs between 2025 and 2030.

Meanwhile, the Industries Department has seen frequent ministerial changes since the last Assembly elections, with five different ministers holding the portfolio till date.
