A Lok Janshakti Party (Ram Vilas) leader was arrested for the alleged abduction and rape of a minor in Bihar’s Rohtas district, police said Saturday.
Kamlesh Rai, Rohtas district president of the Lok Janshakti Party (Ram Vilas) and mukhiya of Karup Panchayat, was arrested from Bhainsahi Kala under Sasaram Sadar police limits. He has been booked for rape under the Bharatiya Nyaya Sanhita (BNS) as well as provisions of the Protection of Children from Sexual Offences (POCSO) Act on the basis of the minor’s statement.
Medical examination has confirmed the rape, police said. Rai is currently in judicial custody.
According to police, the minor’s mother approached the police on November 12 — seven days after her daughter went missing. In her complaint, cited in the FIR, the woman said her daughter had left home for coaching classes around 2.43 pm on November 5 but didn’t return.
When the family checked the coaching centre, they allegedly learnt that she had not attended class that day.
The FIR states that the girl had been “in regular phone contact with Kamlesh Rai” and that he had visited their home frequently.
It also alleged that Rai had previously “lured away” the minor on September 11, and that, when the family confronted him, he summoned the girl to the police station.

“We took her home with us… She told us that she had gone at Rai’s instructions,” the mother says in her complaint, adding that a mobile phone recovered from the girl carried a SIM card registered in Rai’s name.
The FIR states that Rai had been “enticing and misleading” the minor and had established “illicit relations” with her. The mother also allegedly feared that Rai might “cause physical harm” to her daughter or “sell her for money”.
Acting on the complaint, police traced the minor and a medical examination was conducted.
“On the basis of the medical report, sections of the POCSO Act were invoked,” DSP Kumar Vaibhav said.
