Two years after villages ban rituals of widowhood, NHRC recommends law

The National Human Rights Commission (NHRC) has sent an advisory on protection of human rights of widows to the central and state governments and UT administrations, recommending the need for a “suitable legislation to deal with the plight of abandoned widows, such as that against Sati Pratha”.

This comes two years after two villages in Maharashtra passed a resolution banning rituals ostracising widows and social activist Pramod Zinjade’s efforts for the same in different states.

The advisory sent on June 11 includes various issues ranging from ensuring easy access to identification documents, shelter homes, equal access to property, prevention of eviction from home, access to banking and financial independence and need to collect data on destitute widows.

“There is a need for suitable legislation to deal with the plight of abandoned widows, such as that against Sati Pratha. The government may like to review The Widows (Protection and Maintenance) Bill, 2015 introduced by Shri Janardan Singh Sigriwal, Hon’ble M.P. at the 17th Lok Sabha so that legislation could be brought about the welfare of the widows,” stated the advisory.

“We are extremely happy that the central government’s agency has taken note of the efforts and seconded our demand to bring legislation on the issue of widows. I will be following up with the government,” Zinjade told The Indian Express. Zinjade hails from Pothre village in Solapur district’s Karmala tehsil and runs an organisation called Mahatma Phule Samaj Seva Mandal.

Inspired by his work, two villages in Maharashtra in Kolhapur district — Herwad in Shirol tehsil and Mangaon in Hatkanangale tehsil — took a lead in May 2022 banning age-old regressive rituals that ostracise widows. Several other villages later followed suit. Yashomati Thakur, who was the women and child development minister in the Maha Vikas Aghadi (MVA) government then, promised to make it a part of state’s policy for women.
