Three Railway Protection Force (RPF) constables have been booked for allegedly gangraping a 23-year-old woman at an RPF outpost in Diva, Thane. According to the police, the victim, who works at a cosmetics shop in Dombivli, approached the Government Railway Police (GRP) last week alleging that she was being “sexually assaulted and harassed” by three RPF constables — Mahendra Singh Bhagel, BK Singh and PK Singh — and one Deepak Rathore since January this year.

In her complaint, the woman said that on January 15, Bhagel called her to the RPF outpost on the pretext that PK Singh, who she knew, was grievously injured. The woman had met PK Singh last year and since the two hailed from Uttar Pradesh, they kept in touch and Singh told her he would help her get a job. “When the victim reached the outpost, she learnt that PK Singh was not injured. The woman then claims that she was raped by three constables, including PK Singh, after being offered a spiked drink,” said an investigator.

The RPF constables allegedly continued to torture her over the following months, threatening her with dire consequences if she complained to the authorities. “On Wednesday, the Thane GRP registered an offence under section 376 (C) (Intercourse by superintendent of jail, remand home, etc), (D) (gangrape), 328 (causing hurt by means of poison) and 34 (common intention) of the Indian Penal Code. As the place of offence falls under the jurisdiction of Mumbra police station, the case has been transferred to them,” said Rupali Mabure, who recorded the statement of the victim.

Sachin Bhalode, Divisional Security Commissioner, RPF (Central Railway), said, “The three officers have been suspended and a departmental inquiry has been initiated against them. The fourth accused, Deepak Rathore, is yet to be traced by our team. The crime registered is grave in nature and it would not be tolerated.” According to a Thane police spokesperson, no arrest has been made yet. “We are still making inquiries and verifying all technical evidence that corroborates the claims of the victim. She will undergo a medical test later on Thursday,” said the spokesperson.
