Mumbai News Highlights:  The Maharashtra State Road Development Corporation (MSRDC) has decided to make land parcels around the highways constructed by it available to private players for commercial use without any tender or auction. The price of the land will be decided by the MSRDC. An MSRDC official said is important that areas near the highways are developed and job opportunities are created, which will benefit the state’s economy and pave the way to set up new cities. “Under this, we will directly purchase or acquire land for the company through private negotiations instead of an auction or public tender,” the official added.

The Nationalist Congress Party on Saturday questioned the “eerie silence” of the Maharashtra government, the Bharatiya Janata Party and the Centre on the “uncalled for” statements made by Karnataka Chief Minister Basavaraj Bommai on the border dispute between the two states, which it claimed brought the differences to the fore again. Bommai had recently sought a merger of “Kannada-speaking” areas in Maharashtra’s Akkalkot and Solapur and had also said some villages in Jat taluka in Sangli district wanted to join the southern state. “Why is an eerie silence being maintained by the Central government, BJP and CM of Maharashtra on the uncalled for statements made and issues raised on the border row by Karnataka CM Basavaraj Bommai,” NCP national spokesperson Clyde Crasto asked in a statement. He said it was Bommai’s statements that started giving rise to differences on the ground again, adding Maharashtra ministers Patil and Desai were going to Belgaum to liaise with the legal team and other stakeholders of the dispute.

In other news,  Opposition NCP has called over 800 district-level office bearers of the party to Mumbai on December 6, to finalise the plan to hold ‘Shetkari Dindi’ (farmers’ march) to Nagpur during the winter session, which is set to begin from December 19. “A full-day programme will be held in Bandra on December 6 where the plan for organising the dindi will be finalised,” said a senior NCP leader. In the first session, a meeting of all NCP leaders will be held to discuss the mobilisation and route of the march.

Samruddhi Mahamarg: Shinde, Fadnavis go on ‘test drive’ ahead of opening by PM Modi

Maharashtra Chief Minister Eknath Shinde and Deputy Chief Minister Devendra Fadnavis took a ‘test drive’ Sunday on Samruddhi Mahamarg, the newly built highway which is set for partial inauguration by Prime Minister Narendra Modi next week. In fact, Fadnavis himself drove the car on the 520-km-long phase-1 stretch of the project between Nagpur and Shirdi, which will be opened on December 11.

Samruddhi Mahamarg is a pet project of Devendra Fadnavis which was initiated when he was chief minister during the BJP-Shiv Sena coalition government. Officially named the Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg, it is also known as the Mumbai-Nagpur Super Communication expressway. Phase-1 of the project was to be inaugurated earlier this year, but was delayed due to the Covid-19 pandemic.

Once the entire 701-km highway is operational, it is believed that it will boost development opportunities in regions of Marathwada and Vidarbha, drought-prone regions of the state which are also BJP strongholds. Sweety Adimulam reports

Maharashtra: Man gets 10-yr RI for raping minor girl in Palghar

A court in Maharashtra's Palghar district has sentenced a 47-year-old man to 10 years' rigorous imprisonment for raping a minor girl in 2016.

The court of special judge Sanjaykumar V Khongal, hearing cases pertaining to the Protection of Children from Sexual Offences (POCSO) Act, in the order passed on Friday also imposed a collective fine of Rs 6,000 under various charges on the accused, who worked as a security guard in Virar town.

Special Public Prosecutor Jayprakash Patil told the court that the girl, then aged seven, and the accused resided in the same locality. The victim's father also worked as a security guard. On February 3, 2016, when the girl's mother went to fetch water, the accused took the victim to his house under some pretext and raped her. (PTI)

CM Eknath Shinde and Deputy CM Devendra Fadnavis took a test drive today on the newly-built highway. Fadnavis was seen driving the car himself on the highway. The Samruddhi Mahamarg is of 700 km length and the highway stretch from Nagpur to Shirdi comprising 520km will be opened to traffic partially on Dec 11 and will be inaugurated by PM Modi. One can drive at speed of 120kmph on this Super Communication corridor, which is expected to bring development in Vidarbha- Marathwada, drought prone region.

Limitations of surveillance came to light after boat-with-arms incident near Raigad coast, says top Navy official

Limitations of air and sea surveillance and inadequate radar support were the reason an unmanned boat with arms on board could drift close to the Maharashtra coast in August, a top Navy official said on Saturday.

Steps were taken to strengthen the coastal security following the incident, said Vice Admiral Ajendra Bahadur Singh, Flag Officer Commanding-in-Chief, Western Naval Command.

Speaking to reporters during a Navy Day celebration here, he said fishing trawlers would be hired to improve patrolling on the western coast, among other things.

`Lady Han', a boat owned by an Australian woman and carrying three AK-47 rifles and ammunition, drifted in inclement weather and was found near Shrivardhan in Maharashtra's Raigad district, 180 km south of Mumbai. (PTI)

5 new COVID-19 cases in Thane; active tally down at 59

Five new cases of coronavirus have been detected in Maharashtra's Thane district, raising its infection count to 7,47,344, a health official said on Sunday.

The new infections were reported on Saturday.

The number of active COVID-19 cases in the district, which comes under the Mumbai Metropolitan Region, has come down to 59 as compared to 71 the previous day, the official said.

The death toll in the district remained unchanged at 11,967. (PTI)

Maharashtra first state with Divyang dept: CM

Maharashtra Chief Minister Eknath Shinde has announced the setting up of a separate Divyang department for the welfare of differently-abled people with a fund allocation of Rs 1,143 crore.

Maharashtra is the first state to have such a department, Shinde said on Saturday addressing an event in Mumbai to mark the International Day of Disabled Persons.

"The government has created 2,063 posts for the new department which will formulate policies for the welfare of the disabled by taking into consideration views of the stakeholders," he said.

The decision to set up the Divyang department was approved by the state cabinet on November 29.

The sections looking into issues of Divyang (differently-abled) people under the Social Justice and Special Assistance department will be clubbed to form the new Divyang Welfare Department, the government had said. (PTI)

No curfew in Mumbai, section 144 imposed to ensure peace: Police

The Mumbai police on Saturday said the rumours about a curfew imposed in the city were false and appealed to people not to panic. The police have imposed section 144 of the Criminal Procedure Code (CrPC) from December 3 to 17 to prevent unlawful gatherings and rallies.

Joint Commissioner of Police (Law and Order) Vishwas Nangre Patil clarified that this was not a curfew and the move is taken routinely to ensure peace in the city and avoid disruptions in public order.

The rumours that a curfew has been imposed in the city are false and are creating misunderstanding among people, Nangre Patil said in a video message. (PTI)

Part of Mumbai-Nagpur expressway to be opened on December 11 by PM Modi: Fadnavis

The first phase of the Mumbai-Nagpur Samruddhi expressway will be inaugurated on December 11 by Prime Minister Narendra Modi, Deputy Chief Minister Devendra Fadnavis announced on Saturday.

“The first phase of the expressway between Shirdi and Nagpur will be opened for the public on December 11 by PM Modi. This would be a 570km stretch…and the remaining stretch would be opened for the public in the next six months,” Fadnavis said.

He and Chief Minister Eknath Shinde will visit the expressway to review the completion of work. “This is a big project and PM Modi will be inaugurating it. So before that, we will go and visit the expressway,” the deputy chief minister said. Read More

HC stays Shinde govt's decision suspending development project initiated in village by previous dispensation

The Bombay High Court has stayed the implementation of two orders passed by the Eknath Shinde-led Maharashtra government suspending work relating to a development project at a village in Pune district initiated by the erstwhile Maha Vikas Aghadi (MVA) dispensation led by Uddhav Thackeray.

A division bench of Justices R D Dhanuka and S G Dige in its order passed on November 28 noted that suspension of such work would result in the lapse of the budget which was earmarked for the project.

The bench was hearing a petition filed by Belewadi village panchayat in Pune, which had sought quashing of the orders dated July 19 and 25 passed this year by CM Shinde and Deputy Chief Minister Devendra Fadnavis. By these orders, the state government had suspended the development work across the state initiated by the predecessors in the office, including that of Belewadi village panchayat. (PTI)

Cause of the fire that broke out in Malad building being ascertained, says civic official

A fire broke out at a flat in a 22-storey building in suburban Malad here on Saturday, but there was no report of injury to anyone, a civic official said.

The blaze had erupted in the flat located on the third floor of Marina Enclave building in Jankalyan Nagar in Malad around 11 am. At least four fire tenders were rushed to the spot and the fire was doused within 15 minutes, he said, adding that nobody was injured in the incident. The cause of the fire is being ascertained and further details are awaited, he said. (PTI)

Vande Bharat: Western Railway to spend Rs 264 crore to build fences along Mumbai-Ahmedabad route to stop animal hits

The Western Railway (WR) has said it would install fences along the Mumbai-Ahmedabad route by May next year to stop animals from straying onto the tracks and getting run over by trains, a move coming in the backdrop of the prestigious Vande Bharat Express hitting cattle four times since its launch on September 30. Fake stamp paper scam: Court sends Telgi’s co-accused to 5 yrs in jail after he pleads guilty

The sessions court on Tuesday sentenced Shabbir Shaikh (51), an accused in the fake and counterfeit stamp paper “scam”, known as the Telgi scam, to five years of rigorous imprisonment, after he pleaded guilty. Shaikh, the second accused in the case after prime accused Abdul Karim Telgi, had been lodged in Yerawada jail in Pune since 2002 in another case.

While the stamp paper case against Telgi was abated after he died, the FIR against Shaikh was registered in 2010. The chargesheet was filed in 2014 and he was taken into custody in the case earlier this year. Telgi and Shaikh were alleged to have hatched a conspiracy and falsely prepared non-judicial stamp papers to pass them off as genuine.

The prosecution had demanded the maximum sentence for Shaikh, stating that he was convicted earlier in similar offences. Shaikh had told Additional Sessions Judge S U Hake that he has been in jail for the last 20 years and should be be let off with minimum punishment.

Woman poisons husband to death, arrested with lover

A 46-year-old woman, along with her lover, was arrested on Thursday for allegedly killing her husband, a textile businessman, in Mumbai. The police suspect that for two months, Kavita Shah mixed arsenic and thallium in the food of her husband Kamalkant, who eventually died of multiple organ failure on September 20. The police are also investigating the roles of Kavita and her lover Hitesh Jain (46) in the death of Kamalkant’s mother, who passed away a month ago due to similar health issues.

Deputy Commissioner of Police Krishnakant Upadyay said Kavita and Jain have been booked under sections 302 (murder), 328, 120 (B) (conspiracy) and 328 (causing hurt by means of poison, etc, with intent to commit an offence of the Indian Penal Code (IPC). The police said Kavita and Kamalkant got married in 2000 and have two children. In her complaint to the police, Kamalkant’s sister Kavita Lalwani has alleged that the couple did not share a cordial relationship and often fought.
