Maharashtra Municipal Election 2025 Voter Turnout Live Updates: In the first phase elections to 264 municipal councils and nagar panchayats, Maharashtra recorded a voter turnout of 47.51 per cent till 3.30 pm. The state witnessed violence, stone pelting and altercation allegedly involving workers of the ruling Mahayuti alliance. Reports of clashes between workers of the Shiv Sena and NCP in Raigad emerged. The elections concluded at 5.30 pm, officials said.

HC postpones counting of votes to Dec 21: The Nagpur Bench of the Bombay High Court on Tuesday ordered that the counting of votes for the Municipal Council, Nagar Parishad and Nagar Panchayat elections will be conducted on December 21, 2025. Congress Legislative party leader Vijay Wadettiwar, reacting to the decision, held the Fadnavis government accountable, and said, “The Election Commission has become a puppet in the hands of the government, working at its behest. The state has seen so many elections, but something like this has never happened before,” he said. Maharashtra recorded 17.11% voter turnout till 11:30 am after the first phase of Maharashtra local body elections kicked off at 8 am on Tuesday.

Suspension of elections: A day ahead of the polls, the Maharashtra State Election Commission (SEC) ordered the immediate suspension and revision of the elections in at least 20 Municipal Council (Nagar Parishad) and Municipal Panchayat (Nagar Panchayat), citing procedural irregularities and court cases. Elections in these places will now be held on December 20, instead of December 2. About 246 municipal councils and 42 municipal panchayats across the state are contesting the polls.

A voter turnout of 47.51 per cent was recorded till 3.30 pm on Tuesday in the first phase elections to 264 municipal councils and nagar panchayats in Maharashtra, with violence, stone pelting and altercation allegedly involving workers of the ruling parties being reported in parts of the state.

Voting, which began at 7.30 am, concluded at 5.30 pm, officials said.

Till 3.30 pm, 47.51 per cent voting was recorded and the final percentage will be available late night, an official of the State Election Commission (SEC) said.

In the elections, a total of 6,042 seats and 264 posts of presidents of both categories of local governing bodies (municipal councils as well as nagar panchayats) were up for grabs. In many places, ruling alliance partners BJP, Eknath Shinde-led Shiv Sena and Ajit Pawar's NCP contested against each other.--PTI

Amid reports of clashes between workers of the Shiv Sena and NCP in Raigad during Tuesday's local body elections in Maharashtra, Deputy Chief Minister Ajit Pawar said violence has no place in democracy.

All parties, including the members of the ruling coalition, should maintain discipline, said the NCP chief, adding, "Alliance dharma must be honoured by all partners." Among other places, clashes between Shiv Sena and NCP workers were reported in Mahad and Roha in Raigad district, where state NCP chief Sunil Tatkare and the Sena's Bharat Gogawale, a minister, are local rivals.

Tension prevailed in Gevrai town of Maharashtra's Beed district during elections to the local municipal council on Tuesday morning as there was an altercation between two groups followed by stone-pelting outside a BJP leader's house, police said.

Bombay HC orders results to be declared on Dec 21, elections to be held as per schedule

A bench of Justices Anil S Kilor and Rajnish R Vyas of the Bombay High Court passed an order on pleas seeking declaration of results for Municipal Council, Nagar Parishad and Nagar Panchayat elections on the same day.

The Court had on Monday asked the State Election Commission (SEC) to reconsider its decision to declare the election results in phase-wise manner.

The Court on Tuesday directed that the election of the civic bodies will be held on the same dates as per schedule, however, counting and declaration of results will be on December 21. The HC bench held that the phase-wise counting "will materially influence the voting and outcome of the second phase."

The Court was also hearing plea by one Shakil Hamid Mansoori of Congress who sought direction from court to set aside SEC's notification for declaration of results for Gondia Municipal Council on December 3. Mansoori had sought that counting of votes and declaration of results for all 42 wards for Gondia civic body shall be conducted on one common date of December 21.

Congress Legislative party leader Vijay Wadettiwar, reacting to the postponement of vote-counting in Maharashtra local body polls, said that the elections in the state have become a "child's play."

"The order given today by the Nagpur Bench has completely disrupted the electoral process; elections in the state have become a child's play. The State Government and the Election Commission are responsible for this," Wadettiwar said.

He also went on the criticise the reaction of the state government towards SC's verdict on OBC reservations. "Even the Supreme Court's verdict on OBC reservation was misinterpreted as the government wanted to show that it had granted 27% reservation to the OBCs."

"In which direction is this government working? Tomorrow's vote counting has been postponed to December 21. The Election Commission has become a puppet in the hands of the government, working at its behest. The state has seen so many elections, but something like this has never happened before," he said.

"The Fadnavis government is responsible for this. Hindrance in vote counting means postponing the elections and using money. Is this, in fact, an attempt to steal votes?" he questioned.

What went inside the court? Why did the HC decide so? We break it down:

The election process for the Warora Municipal Council reached the Bombay High Court’s Nagpur Bench after a voter challenged the State Election Commission’s recent decision to reschedule local body polls in the council.

On December 1, 2025, petitioner Sachin Chute filed a plea claiming that the revised poll schedule is unfair and goes against the basic principles of equal and free elections. He objected to the Commission’s move to delay polling and counting in only one division while allowing results for the other wards to be declared on time.

Chute said in the petition that this would influence voters in the delayed ward and asked the court to stop the December 3 result declaration and order counting for all wards on the same day.

The Court directed that the election of the civic bodies will be held on the same dates as per schedule, however, counting and declaration of results will be on December 21.

The HC directed that model code of conduct will be required to be followed till the declaration of results and no exit polls will be released till then.

Maharashtra Chief Minister Devendra Fadnavis Tuesday expressed his disappointment over State Election Commission's (SEC) decision to reschedule local body polls.

"I also expressed disappointment yesterday over SEC's decision to reschedule local body polls in several places. The decision taken at eleventh hour was shocking," Fadnavis said.

"Hereafter, we hope and urge the SEC to ensure local bodies election take place as per schedule. And issues related to system and process are addressed."

"Just because an individual goes to court and filed petition, rescheduling polls is shocking. I think the rules are being interpreted differently by SEC," he added in his address to reporters.

A dar earlier, the SEC had ordered the immediate suspension and revision of the elections in at least 20 Municipal Council (Nagar Parishad) and Municipal Panchayat (Nagar Panchayat), citing procedural irregularities and court cases.

The Congress party Tuesday alleged that 'bogus voters' were apprehended in Maharashtra's Buldhana district amid voting in 246 municipal councils and nagar panchayats across the state.
