The Maharashtra government has invited real estate developers to participate in projects on 3,360 acres of land owned by the Maharashtra State Road Transport Corporation (MSRTC). These land parcels will be developed under public-private partnership (PPP) models on a build-operate-transfer basis.
The state will soon issue nearly 150 tenders for these projects, Transport Minister Pratap Sarnaik announced at the NAREDCO NextGen Conclave 2025 in Mumbai on Wednesday.
MSRTC owns 26 acres in prime locations across the Mumbai Metropolitan Region (MMR), including Mumbai Central, Kurla, Vidyavihar and Chinchbunder. Additionally, it has nearly 24 acres in Pune, with key plots in Swargate and Sangvi. Beyond these urban centres, MSRTC holds 885 acres in district areas, 1,535 acres in talukas, and 945 acres in villages.
The projects will be awarded based on the premium offered by developers, with the floor space index (FSI) allotted according to the Unified Development Control and Promotion Regulations (UDCPR). Developers will be responsible for leasing out the commercial portions of these projects.
The plan includes developing commercial properties such as offices, hotels, shopping centres, and retail spaces. Additionally, 100-bed hospitals will be constructed at district-level sites, along with facilities for MSRTC operations.
Sarnaik spoke at the annual conclave as the keynote speaker addressing all the young entrepreneurs in the real estate sector. “We have plans to improve facilities for passengers and employees, right from clean toilets for everyone, sanitation for women and amenities for night-shift staff. As the planning authority, it will monitor approvals under one roof. With help of architect Hafeez Contractor, the goal is to upgrade ST depots to airport standards,” said Sarnaik.
Architect Hafeez Contractor has been appointed by the government to prepare a presentation outlining the development framework for the bus depots.
To streamline the process, MSRTC will sanction development plans centrally, reducing the need for multiple approvals from various government agencies. The corporation is also enhancing the capacity of its technical teams to oversee the projects effectively.
