Maharashtra govt land ownership rights policy will generate Rs 10,000-crore revenue
Properties which are on lease for 29 years and more will be allowed to land ownership rights after paying a premium.
The Maharashtra government Monday decided to provide land ownership sanctions to all properties which are on lease for more than 29 years. However, the transfer of ownership title from lease will come at a premium which is being worked out.
A committee headed by the Chief Secretary will submit its final report in a couple of months. Preliminary estimates indicate that the revenue department will be able to mobilise Rs 10,000 crore from this project.
Maharashtra Revenue Minister Eknath Khadse said, “Reforms in turning the lease holding to ownership rights is to get rid of the hassle individuals or cooperatives or societies face every time they have to renew their lease or undertake new registration. In any case, those properties which have completed 29 years and above lease, will never come back to us. To provide such properties ownership rights, we will ask them to pay a one time premium.”
The government’s decision is part of the housing for all 2022 ambitious project. At an internal meeting, it was felt that as Prime Minister Narendra Modi had already declared housing for all project by 2022 for all categories across sections, land which would never be claimed by government should be provided ownership rights.
The revenue department has tentatively worked out the long list of such properties. The policy decision will not be confined to residential societies alone.
It would also be extended to all cooperative societies, educational trusts and commercial establishments that have legal sanction.
“There are several properties which have completed 99 years of lease. The government can never claim the rights to the property. Once they lease is over they have to seek the renewal of lease paying a very small amount,” Khadse said.
“The revenue generated is peanuts. Moreover, landlords have to face the hassle of knocking the doors of district collectors or registration officers for any change required in their properties,” he also added.
The government has also indicated that it would no longer make it mandatory the certificate of farmers to individuals or trusts engaged in buying an agriculture land which have been developed into plots and meet the parameters of development plans.
Currently, it is mandatory to have a farmers certificate to buy agriculture land. The decision comes in the wake of individuals furnishing false certificates of farmers or agriculture related activities to procure agriculture plots across Maharashtra.
The government has also indicated regularising all residential properties on private land which come under the development plans across Maharashtra.
The decision will enable the state government to generate Rs 6,000 crore.
For several years, it has come to the notice of the government that individuals are deprived of occupation certificates despite making full payment as the original land does not find a mention in the individuals name.
