A Mumbai-based lawyer has approached the State Human Rights Commission seeking action into the BEST accident on Monday night outside Bhandup station in the eastern suburbs of the city. The lawyer has said that the Maharashtra SHRC should take suo motu cognizance of the incident in which four persons lost their lives.
On Monday, the driver of the bus allegedly ran over pedestrians, killing four and injuring eight persons. The driver told police that the hand brake was placed in the drive mode instead of neutral by the previous driver, and the bus surged forward when he took over.
The application to the SHRC by lawyer Ashish Rai says that written responses be sought from the concerned authorities. He has also cited a similar incident involving an electric bus taken by the BEST on wet lease, whose driver was arrested last year. On December 9, 2024, the accident outside Kurla station had caused nine deaths. The driver in the Kurla bus accident, Sanjay More, is currently behind bars.
“It prays that the Honourable Commission to investigate this entire incident and seek a written explanation from the responsible administration and other bodies. It prays that the Honourable Commission is requested to direct serious action if corrupt government or administrative officials are involved in this entire incident. It prays that to direct BEST Bus service Administration to conduct immediate driver/staff training programme,” the application said. The commission has received the complaint on Tuesday.
In the Kurla accident, the police had named the driver and two others linked to the lease company, after their probe raised concerns over training of drivers to drive electric buses. In September 2025, the sessions court discharged the two officials of the private company, stating that there was no such proof of any negligence. They had submitted that the drivers were provided to the BEST in compliance with the agreement and training too was provided for the stipulated one-week as per the agreed terms. It was also submitted that More had been in service since November 21, 2024, and had operated electric buses for 728 km before the accident, hence it cannot be said that he lacked training.
