Fadnavis meets Purandar farmers over airport land acquisition; some demand higher rates, some still oppose

Chief Minister Devendra Fadnavis on Tuesday met farmers from the seven villages in Purandar where land is being acquired for the new Pune International Airport. Representatives of some villages demanded a hike on the compensation rate offered, currently at Rs 1 crore per acre, and additional benefits, while few representatives still opposed the land acquisition in entirety.

According to a press release shared by the Pune District Information Office, Fadnavis said that the state government will offer maximum possible compensation for land acquisition for Purandar Airport. A Skill Development Centre will be set up for children of project-affected farmers and they will be given priority in jobs. Further, project-affected persons will be given a special ‘Project Affected Certificate’.

Manjusha Gaikwad, sarpanch of Kumbharwalan village, told The Indian Express, “Farmers in our village are opposed to the land acquisition and we raised this point in the meeting. That is the general feeling. But if the acquisition has to go through at any cost we have demanded a rate of 15 crore per acre, kunbi certificates.”

In September, the district administration announced that it had received consent from 94% of the farmers for land acquisition. Gaikwad maintains that farmers from her village have given consent ‘for land survey and not land acquisition’.

Tushar Zhurange, upsarpanch of Ekhatpur-Munjwadi, said, “Farmers demanded that rates should be equal to or more to the rates provided for the ring road, which was 14 lakh per guntha (5.6 crore per acre). Some others demanded 8 crore per acre. I demanded that farmers be provided TDR (transferable development rights) on their compensation land. Those who are losing their houses should also be given additional benefits. We have also demanded 35 per cent developed plot.”

Currently, the government has offered 10 per cent developed plot in lieu of acquired land. Zhurange said that there were about 50 people from all villages present.

According to the DIO press release, the chief minister emphasised that proper rehabilitation of farmers and citizens affected by the project will be accorded the highest priority. With the objective of providing long-term security to farmers and their future generations, compensation higher than the original land value will be considered. Therefore, the state government has decided not to rely solely on ready reckoner rates, but to finalise land acquisition rates through negotiations.

Fadnavis also said that several industries are keen to invest in Pune, and the proposed Purandar Airport will play a crucial role in this regard. The project is expected to increase Pune’s Gross Domestic Product (GDP) by at least two percent, he added.
