An ED official said that based on the FIR registered by the Maharashtra police in February this year, they had initiated a probe in the matter and carried out raids at 12 premises across the state including Nandurbar district and Mumbai. The official said that earlier the Ministry of Home Affairs vide its order dated 15.07.2024, has cancelled the FCRA Registration Certificate of Jamia Ismalia Ishatul Uloom trust after finding that the trust is involved in channelising foreign contribution funds to other non-FCRA registered NGO.

In February this year, the Akkalkuwa police station in Nandurbar had registered an FIR against some of the office bearers of the institute for allegedly providing a Yemeni citizen Al-Khadami Khaled Ibrahim Saleh with a place to stay and other documents when he did not have a relevant visa to stay in the country. An FIR was also registered against the Yemeni national and his family members under the Bharatiya Nyay Sanhita 2023 and the Indian Telegraph Act 1885. The police filed a chargesheet in the case in April this year.

Local BJP leader Nitesh Rane had then written to the chief minister Devendra Fadnavis seeking an SIT be formed to probe the matter and sought that funding of the institute be checked. As per its website, JIIU is an educational and charitable trust and Islamic university located in Akkalkuwa, Nandurbar. The institute was founded by Indian Islamic scholar and educationalist Ghulam Mohammad Vastanvi who passed away in May this year.
