Cidco cancels allotment of 16 Navi Mumbai plots worth Rs 2,000 crore over construction delay

Taking strict action after years of inaction, the City and Industrial Development Corporation (Cidco) has revoked the allotment of 16 plots spread across Navi Mumbai after allottees failed to start or complete construction within the stipulated time period.
The plots at major nodes such as Airoli, Kopar Khairane, Vashi, Nerul, Belapur, Kharghar, and Dronagiri cover more than 62,000 sq m and are worth around Rs 2,000 crore in the current market.
According to Cidco’s land rules, construction on allocated plots has to be finished and occupancy certificates obtained within four years. Though the terms of lease permit extension at extra fees, the majority of plot owners did not fulfil the conditions.
Despite Cidco’s announcement of an amnesty scheme that granted a 50 per cent waiver of the additional lease premium (ALP) and service charges, very few made use of it before March 31, 2025. “Due to the plots not being developed for years or the failure to obtain occupancy certificates, Cidco, as per legal provisions, cancelled the allotment of 16 plots on April 1,” said an official.
Cidco’s real estate department had issued notices to defaulting plot holders time and again, but several of them did not respond or clear pending dues. Some plots lay vacant for more than a decade. Out of the Rs 900 crore due in ALP and service charges, Cidco could recover only Rs 100 crore under the scheme.
Cidco has begun the process of taking possession of these plots, marking a stricter approach to plot misuse and delay.
