BMC standing committee opposes commissioner’s decision on engineer promotions,adjourns meeting

Opposing the Municipal Commissioner’s decision to fill senior engineers’ posts through the Maharashtra Public Service Commission (MPSC),the standing committee of the Brihanmumbai Municipal Corporation (BMC) adjourned its meeting on Wednesday.

In a letter to the Maharashtra Lok Seva Ayog,Municipal Commissioner Sitaram Kunte has sought to employ engineers to senior posts in the BMC through the MPSC. Apart from BMC executive engineers with 10 years experience,the proposed move will also make engineers not associated with the civic body eligible for the posts of deputy municipal commissioners.

“The standing committee will not work so long as the Municipal Commissioner does not pull back his letter to the Maharashtra Lok Seva Ayog,” said standing committee chairman Rahul Shewale. He also suggested that BMC reduce the level of experience for its executive engineers from 10 years to seven years.

However,leader of the Opposition and Congress corporator Dnyanraj Nikam,said,“It must b” noted that the ruling party does not have control of the civic body.”

In June,“hiv Sena party leader Yashodhar Phanse had raised the issue demanding that only BMC engineers be promoted to the posts of chief engineers and DMCs.

Additional Municipal Commissioner Manisha Mhaiskar said that while there are 14 chief engineer posts in the BMC filled only through in-house promotions of senior engineers,five DMC posts could be filled through the MPSC.

For the high-level command posts,engineers require at least 15 years of experience,including 10 years as an executive engineer.

“The post of the director of engineering and services (projects) and the deputy municipal commissioner (environment) is vacant. According to a resolution approved on August 21,1987,these posts,along with those of three DMCs for the vigilance department can be filled either by senior BMC engineers or through selection with the MPSC,” said Mhaiskar.

She”added that if the corporation waited for its engineers to reach seniority to fill the posts of director of engineering and services (projects) and the deputy municipal commissioner (environment),they posts would remain vacant till 2013 and 2015,respectively.
