Ambedkar memorial: Firms to compete for best concept plan

Planning to call for bids before the state elections next year,the city’s development authority has invited experienced consultancy firms to engage in a competition to draft the best concept plan for the proposed memorial of Dr Babasaheb Ambedkar at Indu Mills in Dadar.

The Mumbai Metropolitan Region Development Authority (MMRDA) will scrutinise the submissions of consultants,who will have to prepare a layout plan for an area that is more than four hectares,and shortlist firms. Subsequently,the shortlisted firms will have to draft conceptual proposals for the memorial and battle it out before a state government selection committee. “We will select the best proposal and then tender it out. We expect to call for bids for construction by the end of this year,” said UPS Madan,metropolitan commissioner at the MMRDA.

The cost of the project will depend on the kind of proposals the consultancy firms will present,Madan said,adding that the cost of consultancy alone will be at least Rs 5 crore. The participating firms,which will have an experience of over 15 years,will need to create teams comprising an architect,structural engineer,landscape architect,environment planner and urban designer.

The state government had in March appointed MMRDA as the special planning authority for the development of the memorial on a 4.84 hectare plot at India United Mills,popularly known as Indu Mills. The plot,which is off the Arabian sea,is close to Chaityabhoomi,where Ambedkar’s ashes are kept. Dalits and republican groups had been,for long,demanding an Ambedkar memorial at the site.

The Central government has agreed to hand over the Indu Mill land to the Maharashtra government for the memorial.

“We expect to have all the clearances by the time we select a proposal from the competition and a detailed master plan is ready. The proposal is already with the Union Ministry of Environment and Forests for clearance,” said Madan.

Environment Minister Jayanthi Natarajan had,during her visit to Mumbai last month,assured that the ministry would consider the proposal at the earliest.

“We are also simultaneously securing a formal nod from the textile department and modifying the land use reservation for the construction,” Madan added.
