A Thane activist has questioned allotment of a public parking plot in Goregaon to N D Developers. In an affidavit before Bombay High Court (HC),Pravin Wategaonkar has claimed an RTI query put to the state government and BMC on public parking elicited contradictory replies.
The urban development department (UDD) told him the relevant record was destroyed in the fire at Mantralaya on June 21 last year and no public parking proposal was passed after the incident. However,BMC said a proposal by N D Developers was accepted on July 6.
Wategaonkar filed a PIL this month seeking an investigation. In the affidavit Monday,he demanded a status quo be maintained with regard to pending proposals till the inquiry was completed.
If there is no vested interest in approving this file, why does the RTI reply of UDD falsely say no proposal was approved after the Mantralaya fire?
He notes that the chief minister, who was in charge of UDD,cleared the file within 15 days of a major incident such as the fire, but did not clear any proposal after that.
The affidavit contends that the act of withholding approvals, coupled with allegations of demands of bribes to clear files, points to the possibility of commission of an offence under Prevention of Corruption Act.
According to BMC data,21 proposals for public parking have been submitted between November 2011 and March 2013. Of these, five have been approved while 16 are pending.
