Sarabha Nagar: Commercial ventures on upper floors of SCFs illegal,but it raises no eyebrows

When another discotheque,Hype,opened in Sarabha Nagar on Friday night with famous DJ Aqeel performing on the occasion,it raised the temperature and a question as well: are the commercial establishments on the upper floors of SCFs at the most hyped and buzzing market of Ludhiana authorised?

The answer is no as none of the restaurants,eateries,bakery shops and other outlets have fire safety NOCs and even their semi-basements are illegal.

The Municipal Corporation and the Local Bodies Ministry seem to be mute spectators.

As per the original scheme of the Ludhiana Improvement Trust (LIT),the market had shop-cum-flats (SCFs) but slowly and steadily people started using flats on upper floors as offices,restaurants,salons and for all commercial activities. But the MC took no action against the defaulters even after the LIT scheme was shifted under its jurisdiction.

In December 2012,the Local Bodies Ministry issued a letter to the MC to regularise all illegal basements at the market but nothing happened.

When contacted,Isha Kalia,zonal commissioner-D,told Ludhiana Newsline,“A notification to call presentations from shop owners was issued in 2006. After that we got presentations too from all of them and a report was sent to the Local Bodies Ministry which was to guide us on the action to be taken. Most probably,a fee had to be collected from establishments to declare them authorised but we have got no reply from them till now and no fee has been collected.”

Another source from MC Zone-D said,“In May 2013,we re-sent the details to the Local Bodies Ministry but we are awaiting the response.”

One of the restaurant owners said they were issued notices from MC a few years back but later nothing happened.

Another shopkeeper said,“We all know that commercial establishments on upper floors are unauthorised and want MC to authorise them. But whenever MC contacts us,they talk of getting shops vacated but we want authorisation. We do not want fake promises due to which our business will suffer. MC needs to cooperate with us.”
