This year,too,the MC has increased its share of expenditure on fuel for vehicles and generators in the budget proposal for 2013-14.
This,when many of MC officials have already crossed the usage limits.
While Rs 13.65 crore were kept for fuel,oil and lubricants in 2011-12,the figure went up to Rs 14.50 crore in the budget of 2012-13. Now in the budget of 2013-14,it has further been increased by Rs 1.50 crore to Rs 16 crore.
Thanks to the unquestioned use of fuel by some top officials of MC,it suffered a loss of Rs 2,65,235 in 2011-12.
According to the Motor Vehicle Board of Punjab,top officials of Ludhiana MC have crossed the prescribed usage limit of fuel. As per instructions issued by Motor Vehicle Board,Government of Punjab,limit of consumption of petrol has been prescribed for the vehicles of petrol and diesel. Accordingly,the limit of consumption of petrol has been fixed as 290 litres per month per vehicle, says the audit report.
However,an excess use of 3,744 litres of fuel in 2011-12 led to losses for MC. If the fuel is consumed in excess of prescribed limit,recovery of excess petrol consumed will be made from the concerned officer, adds the report.
However,the recovery was never made from the MC officials concerned responsible for extra usage.
Interestingly,the MC has now started a system in which the filling station from where MC vehicles purchase fuel have been asked to send an SMS as soon as the fuel is filled in any MC vehicle. The measure is supposed to stop pilferage of fuel. It has to be seen whether the system would be able to control the misuse of fuel expenditure or not, said an official of the MC.
